This document discusses preparations for election rigging in Kenya's 2017 election and lessons that can be learned. It notes that fraudulent opinion polls are being conducted to show the incumbent president far ahead of his chief rival. The introduction of electronic voting systems makes it easier for riggers to discount some voters and introduce fake voters. However, the author argues that people are angrier now than in the past and less likely to accept rigged results. Widespread economic problems and disappointment with the government have created deep dissatisfaction. While the president believes rigging efforts will deliver victory, the author believes the odds are now stacked against him due to strong public opposition.
Abstract: The menace of corruption in Nigeria is very pervasive with global implications. So pervasive is corruption in Nigeria that almost every aspect of National life is affected one way or the other (Matthew et al 2013). According to Woodward 2015, psychosocial approach looks at individuals in the context of the combined influence that psychological factors and the surrounding social environment have on their physical and mental wellness and their ability to function. This approach is used in broad range of helping professions in health and social care settings as well as by medical and social science researchers. It is however difficult to provide the exact date that corruption became a subject of national discourse in Nigeria (Matthew et al 2013). The age of corruption in Nigeria however, has affected the socio-psychology of the citizenry as there have been little or no effective measures put in place to curb the menace of corruption. It is also undisputedly true that corruption in the Nigerian society has eaten deep into the law enforcement agencies, political parties, political leaders, judicial system, government and private ministries and parastatals, law makers, etc., and above all, the psycho-social standing of the citizenry is greatly affected. Thus, curbing corruption in Nigeria may seem too daunting to dare but before proffering critical remedies/strategies/recommendations that will help tremendously in curbing corruption in Nigeria, a closer look at some two major factors that have been grossly infected by corruption will be considered. These two factors are carefully selected because the multiplier effects of corruption we see today in Nigeria find their roots in these two factors which are political corruption and judicial corruption. If corruption in these two institutions mentioned is curbed, then corruption in other aspects of life would have been greatly diminished and the slogan “change begins with me” would become more productive in the reduction of corruption as well as conscience upliftment and Nigeria would be in her way forward to a corrupt-free nation.

Liberal democracy all over the world is a welcome phenomenon. In every modern society the game of politics is influenced tremendously by the elite class that projects the political culture which could make or mar democracy, as a result of the activities of the political parties. The adoption of western democracy is a mixed bag of blessing and catastrophes in the body politics of the country. Today, it is difficult to reconcile Nigerian democracy with that of the advanced democratic Countries. In Nigeria, politics is regarded as a “dirty game” which scares away the down trodden people. It has been noted that the level of socio economic development in the country is significantly related to the nature of politics in vogues. Political parties are primarily aimed at primitive accumulation of wealth. Where, “the end justifies the means” . The prevailing election rigging, thuggery, corruption, fear and intimidation by security agencies as well as hate speech in the campaigns of the politicians reflect value degeneration with the attendant instability in the country’s democracy. To this send, the paper examined political parties in Nigeria An historical Perspective from 1960 – 2019 looking at the roles of political parties as they affect the consolidation of democracy in Nigeria. Three 3 theoretical frameworks were used in the study namely Social learning theory SLT , Social Disorganization theory SDT and Corruption Permissiveness theory CPT .The study noted that Nigeria’s political parties from 1960 2019 has witnessed some challenging situation like ethnicity, corruption, violence, military intervention, civil and electoral deficiencies. Based on the findings, the study recommended among others that registered political parties should not be vehicles for the articulation and implementation of ethnic, religious or regional projects and programmes and that they should remain national in scope, courage and orientation. This paper highlights some definition of corruption and explores the psychological and ethical bases for corrupt mentality in Nigeria. The paper therefore posits that there is the need to institutionalize regulations with ethical reorientation of the young ones against greed and nepotism with appropriate civic value system. As charity begins at home, it is recommended that the home as an informal sector for civic learning should form a synergy with school civic education for promoting corrupt-free mentality.

KENYA’S ELECTION RIGGING IN 2017 AND THE LESSONS
LEARNT
Preparations for election rigging in Kenya in 2017 are in high gear, as
indicated by a number of factors on the ground. In fact it is an
industry, complete with movers, shakers and attendant crew, not to
mention saliva whetting capital outlay.
Number one amongst these is fraudulent opinion polster organs. The
bogus poll surveys are to be conducted from time to time with the
duty and intention of showing how far President Uhuru Kenyatta is
ahead of others, especially his chief rival Raila Amolo Odinga. The
opinion polls are especially crucial when the president is down on his
knees, with a scam, scandalous move or fiasco. At such critical points
you see the Ipsos Synovate come up with a poll indicating that the
president is several points ahead of the others, even if the muck on his
face is indelible.
The polls are not just meant to alleviate the predicament or disaster.
They are also to prepare us psychologically, to justify Uhuru’s
headstart in any rating under all circumstances, to show what a
popular leader the head of state is, in the midst of heady rigging spree
propped by falsified computer poll systems and hopelessly cooked
voter poll registers. Create confusion, jumble and mangle the whole
thing so nobody would isolate who the winner really is, except the
usual one we recognize in periodical polls, seems the strategy.
The introduction of electronic voting system has been a god-send for
the professional rigger, because the digital gadgetry involved
complicates basically simple election procedures which would discount
some voters and introduce dead or non-existent ones as supporters of
the winning candidate. Actually the government insiders are engrossed
in this digital fraud polls system more than running around trying to
please groups like the embattled teachers the way the opposition tries
hard to do. Kenya teachers have been out on strike for over a month
now. But as far as these government insiders are concerned, Raila has
already lost the 2017 elections, thanks to their ground work and tricks
on the election machines.

However a situation may arise, where they lose all MPs outside Central
Province, Kikuyu heartland, due to the current ethnic polarization
taking root in the country. During the last elections they took
advantage of William Ruto’s support to rig in all contestants in Ruto’s
areas, thus boosting their parliamentary support base. Ruto became
Deputy President. But with his impending jail at the Hague, Ruto’s Rift
Valley region is now in turmoil, and too distracted to accommodate an
outsider’s sponsored rigging.
On the other hand as far as presidential voting is concerned Uhuru
would still make it fraudulently, if the opposition is not wide awake.
Kiambu county alone, Uhuru’s home area, with a modest two million
people will be found to have voted for Uhuru to the last person,
including newly born babies, children in lower nursery and primary
schools, even the dead. This scenario would be replicated all over
Kikuyuland and with the one million National Youth Service brigades
sent to all parts of the country, the president’s support base would
expand and numbers swell, ghost voter or no ghost voters.
In the circumstances, Uhuru Kenyatta would turn out the winner and
even with a handful of MPs will be declared president as happened to
Mwai Kibaki in the chaotic electoral fiasco of 2007. Unfortunately, the
country is not in the mood for such monkey trickery this time round.
They have seen it and are hurting due to their laxity and taking
chances with the conning game that was 2013 general election.
People are more bitter now than they were when they caused trouble
to Mwai Kibaki in 2007, and saw Kikuyus’ wealth in the expanse Rift
Valley decimated. The disappointment with this government runs deep
and is widespread. Only two people do not see it. The opinion pollster
Tom Wolf of Ipsos Synovate, an emaciated codger married to a Kikuyu
woman, an expert at crying wolf and opinion polls voodooism, together
with the electoral body IEBC chief Isaack Hassan, who hopes Uhuru
will renew his appointment after the expiry of his term in 2017.
However optimistic Uhuru Kenyatta is, about the activities of his inner
core minister Anne Waiguru of the National Youth Service (NYS),
blatantly inflating votes in Kikuyuland and most importantly, hacking

the electronic voter machines to give him the results he so desires,
the odds are stacked up against him this time round,Number one the
people’s anger is consuming and five more years in Uhuru jail called
administration is simply inadmissible.
There is poisonous bitterness even amongst those who volunteered to
assist Uhuru ascend to power. They have discovered that this is a vain
person who can easily take your critical assistance as personal or birth
entitlement. People like Francis Kimemia who sacrificed their
professionalism to help a brother, finally ended nowhere. The Mungikis
know what happened so well.
Earlier on Madam Martha Karua, a super lawyer in those days who
helped Mwai Kibaki overturn the 2007 elections, is now an ordinary
woman with no known source of income. The disastrous economic
consequences trailing Uhuru’s miscalculations and improprieties are
hurting everyone, even those who thought supporting him would be
sound investment.
The former military chief, Gen. Julius Karangi, actually walked into the
election counting hall and ordered opposition agents all out of the
place. He is now an ordinary man. Even being appointed to the cabinet
will not do. Mischief does not pay. Instead of being the role model and
icon of retirement dignity in society, he cannot walk with his head held
high among Kenyans, because of the dark deed he did.
Now look at the Kenya Supreme Court. Contrary to all expectations,
they joined the gravy train. Whatever they were given, has not really
served them well, that is the Chief Justice Dr. Willy Mutunga and his
bench of “honourables.” Now they are so desperate for a salary they
refuse to retire. They just refuse to retire, like that. And they are
experts on the constitution, and swore they would uphold that
constitution. Somebody cheats them they should just stay put so they
have another election rigging encore come 2017. It is fearful
custodians of the law disregarding the law. But that is Kenya.
Even Prof. Githu Muigai, the attorney-general who orchestrated the
2013 civilian coup in court, is not sitting pretty, and now wants to be
chief justice.

The IEBC chairman Isaack Hassan is a suspected criminal and is still
very much in office. He expects to do some singularly foul mischief
again in 2017 and be rewarded with another lease of relevance and
profiteering, all against the rule of law and social decency. How
shameless! That a man can dwell upon a heap of dung and enjoy it as
long as they are eating!
It has been the hallmark of Uhuru’s governance, moral decadence, the
I-don’t –care attitude. He feels that he has the government machinery,
individual trickery and tribal thievery behind him. People like Deputy
President Wiliam Ruto should be able to see what their support for
Uhuru has led this country to. Somebody has to pay. In fact we shall
open a black book. Whoever assists, in any way whatsoever, President
Uhuru to get back to power, to continue to dehumanize Kenyans like
this, will therein be black-listed as an enemy of people.
