- 4. • A visiting SIM creates an entry on the host network’s Visitor Location
Register (VLR)
• The VLR notifies the user’s Home Location Register (HLR) where
the SIM can currently be found
• A call to the SIM is forwarded from the HLR to the VLR, and a
“Mobile Station Roaming Number” (MSRN) is temporarily assigned
to the handset

- 5. • When a roaming handset wants to make a call:
1. We ask the host network for the “MSRN”, the number which is
temporarily assigned to the phone
2. We then quickly call that MSRN
3. When the call is answered, we connect the two “legs” of the call
• The Call back leg (to the MSRN)
• The Destination leg
• The cost of the 2 legs is significantly less than making a
conventional mobile phone call while roaming.

- 6. • To make an outbound call, dial
– 00 [IDD] [area code] [number] #
• IDD = International Direct Dial code
• Put a hash – the # key – at the end
– Push “Send” (the green “call” button) i.e.: 00447700000442#
– You receive a USSD message confirming
• The number called
• The balance on the account
• The remaining talk time for that destination
– Answer the phone when it rings
– The called number rings and, if answered, start the conversation

- 7. • When one of our SIM cards is called:
1. We send a signal to the VLR and request the MSRN
2. We then place the call to the MSRN
3. Thereby connecting the inbound call to the phone
• While we sometimes have to pay “Mobile Termination Charges”
(MTCs), this is almost always less expensive than receiving a call
while roaming with a “conventional” SIM.

than a standard Mobile Network Operator?!
