• Building high-performing, resilient and
competitive food processing sector will require
convergence of key assets in due time and at the
right place
• A spatial model of agro-industrial processing is the
best fit to serve as a strategic solution for
transforming Africa’s agriculture into a high-value-
added industry (AfDB, 2021).
• Case studies of Uganda’s fish and South Africa’s
wine illustrate the benefits of clustering to
promote growth and competitiveness.

• The report tracks progress on CAADP implementation and
CAADP Results Framework indicators.
• Resource constraints limit capacities for NAIP implementation.
• Data collection and reporting capacities have improved over

14. Challenges in sustaining progress in
incomes and food security
• The prevalence of undernourishment and the
absolute numbers of poor were increasing even
before COVID-19
• GDP per capita growth was slowing prior to the
pandemic—but has partially recovered in 2021
from declines in 2020.
• The employment rate declined in 2020 and
continued to fall in 2021
• Additional lockdowns; growth in population seeking
employment
• Especially steep in Southern Africa, upper middle-
income countries, and countries with no NAIP

• The agrifood processing sector is a key factor in
the continent’s ability to build food systems that
provide sustainable healthy diets for all.
• Many challenges constrain the development of
food processing sector in Africa: financing, skills
and knowledge, infrastructure, innovations and
technologies.
• Areas for quick actions include:
Foster productivity growth in small, medium and
informal agrifood processing firms.
Boost competitiveness of formal processing firms.
Increase linkages between firms and other food system
actors to facilitate access to skilled labor, finance,
infrastructure, and technology.
