The Justice Institute of British Columbia's Fire & Safety Division provides education and training programs for firefighters across Canada. In this 2011 report:
- Enrollment in JIBC fire programs increased 11% to over 5,000 students, with training delivered in 116 BC communities. The Bachelor of Fire & Safety Studies enrolled 132 students and saw 10 graduates.
- New programs were introduced, including an online Hazardous Materials Awareness course and a Fire Prevention Officer Certificate. Partnerships with local fire departments expanded accessible training opportunities.
- Student success was promoted through opportunities like international service trips and regional weekend training sessions held across BC. A total of 535 students participated in regional weekends.

Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. 4. DIRECTOR’S MESSAGE
This time last year, my message focused on the development of a new business
model for Fire & Safety Division (FSD) to enhance and make our programs
more accessible, flexible and affordable, while addressing the challenges facing
today’s BC Fire Service.
Our vision remains centred on achieving two overarching goals:

We continue to strengthen our relationships with local and regional partners
and leverage local training facilities and resources to provide expanded
learning opportunities for our students and customers. Firefighters from
across BC now enjoy unprecedented levels of access to FSD accredited
education and training.
In 2010, we continued the expansion of our academic programs with the
introduction of a new 30-credit certificate, targeting fire service professionals
who have responsibilities for fire prevention, public education and fire
investigation. We anticipate the first graduates of this new certificate in
early 2012. Graduates from this program choosing to continue their academic
studies at JIBC will be granted admission into year two of the Bachelor of Fire
& Safety Studies.

HAZARDOUS MATERIALS EMERGENCY RESPONDER –
AWARENESS LEVEL
A new Hazardous Materials Awareness course will
be launched in the Fall 2011. The new course is IFSAC
and ProBoard accredited in compliance with NFPA
472. Learners will be able to complete this course via
classroom-based delivery, online, or can challenge the
evaluation.

which will be directly applied to the Fire
Officer Prevention Certificate.

FSD continues to work with regional and local partners to make effective
use of local training facilities and resources. Recently, FSD finalized an
agreement with Comox Fire Rescue that enables Comox to deliver JIBCaccredited courses at their training centre. These Authorized Provider
Agreements allow for more affordable and accessible training for BC’s
15,000 fire fighters.

In 2010, FSD continued to expand options for student engagement and
learning, through high impact opportunities such as deployment to Central
America with Firefighters Without Borders. FSD continues to develop new
programs and credentials aimed at fire professionals who wish to specialize
or pursue more in-depth learning.

GLOBAL PRESENCE
FSD provides opportunities for students to participate in education abroad,
including international service-learning, international internships and
international exchange. Graduates of the Career Fire Fighter Pre-Employment
Program have the opportunity to study abroad allowing for cross-cultural

NEW FIRE PREVENTION OFFICER CERTIFICATE
This new 30-credit post-secondary certificate for leaders in Fire Prevention is under
development. Professionals who conduct fire inspections, fire investigation and fire and life
safety education sessions will benefit from taking these courses.
