J. C. KUO (aka Chen Chuan James Kuo)

SPECIALIZED PROFESSIONAL EXPERIENCE, 40+ years
As a senior advisor for Chevron’s ETC, JC has been involved with plant design and development,
Engineering, Procurement and Construction, startup, operator training, and trouble-shooting for LNG plants,
LNG receiving terminal, gas processing, gas treating facilities and cryogenic NRU plants. He has served as
the Process Manager/Process Lead/Study Manager for many projects, including the WAFRA EOR LNG
import, Wheatstone LNG, Gorgon LNG, Wilcox EOR, Delta Caribe LNG, Casotte Landing, and Sabine Pass
LNG terminal projects. He has served as reviewer for the Technical Readiness Review (TRR is final review
for major project) for Gorgon, Wheatstone and Angola LNG projects. Gorgon LNG is the largest energy
project in the world with funding of about $US 42 billion dollars. He has also served as the Technical Process
Reviewer for Angola, Okolona, Algeria and Shtokman LNG projects.
Before working with Chevron, J.C. was the Technology Manager for IPSI/Bechtel and served as the
Process Manager/Process Lead for the Pemex Catarell offshore project, the Egyptian LNG (Idku) train 1/2,
China Shell Nan Hai, Chevron Venice gas plant de-bottleneck Tunisia NRU, and Australian SANTOS
Projects. The Egyptian LNG train 1 was delivered more than 3 months ahead of an aggressive schedule of
36 months. It also passed the performance test and was in full operation in two months. Train 2 was delivered
6 months ahead of schedule. This project is one of the most profitable projects in Bechtel’s EPC’s history.
J.C. is a frequent speaker and presenter to international conferences such as the AIChE, Gas tech,
Gas Processing/Treating Conferences, and the LNG summit. He has contributed to gas processing and LNG
technology improvements through two books for University of Texas Austin, a patent and many papers.
Those books are used to train industry/company experienced engineers on the job. Plant Processing of
Natural Gas is one of the most popular books sold on Amazon about natural gas. He has also served as co-
chair and chair of the AIChE LNG sessions for the Topical conferences on natural gas utilization since 2006.
He is a member of the steering committee for the North American LNG summit and served as one of the
keynote speakers for 2008 summit.
He has served as the president for the University of Houston CEE’s Ocean and Hydraulic System club
and funded the scholarship program since 2013 to help 6-7 graduate students every year. He is the president
of the Perfect 10 Chi Kong Texas divisions from 2010 to 2014.

total 98,000 MH. Responsibilities include providing process support for 44 EPC contracts and 24 PO’s for
compressors, pumps, and critical path items. Support includes, but is not limited to preparation of Design
Basis, Conceptual Design, review of PFD’s, H&M balance, pump calculations, P&ID’s, data sheets, ESD,
Cause and Effect diagrams, SAFE charts, PSV calculations, HAZOP, and O&M manual. EPC includes
Wellhead, Riser, Production, Compression, N2 Injection Platforms, and N2 plant. Lead Process Engineer for
the Warren Petroleum Company, Venice, Louisiana 800 MMscfd gas plant debottlenecks study. Set up study
basis, schedule and man-hour estimate. The study produced a process simulation model based on operating
conditions to compare with plant test data.
2/1991 - 6/1996
Area Project Engineer for the British Gas Tunisia 266 MMscfd condensate stabilization, gas treating and nitrogen
rejection (NRU) plant. Supervised development and issued the PFD's, P&ID's, equipment and instrument data
sheets, ESD and trip schedule. Was involved in the Hazop review, model review, and interlock review with
client. Also coordinated the detail engineering work between disciplines. Completed start-up and operating
manual. Area Project Engineer on 300 MMscfd Satanta Gas Plant Nitrogen Rejection Unit (NRU) for Mesa
Limited Partnership. Completed the engineering, procurement and construction bid evaluation, and issued the
performance guarantee specification. As the client representative, I reviewed and approved the study, P&ID's,
PFD's, data sheets, plot plan, piping drawings and vendor drawings issued by the engineering company.
