PROFESSIONAL EXPERIENCE
IRS, Washington, D.C., Director, Product Management, October 2011 – May 2016 (Retired SES)
Pioneered the creation of a product development organization and worked with agency decision makers to
achieve substantive changes in moving customer service from offline channels to digital. Created and
launched over 20 products within the first 4 years, while standing up the organization. Began the initiative to
move taxpayer/customer service from more expensive channels such as the phone and walk-ins to the web:
Products included:
• First tax refund checker – 99 million instances since launch in January 2014
• First electronic payment product – 12 million transactions with $42 billion in settlements, first tax
information/account product, improved installment agreement application and other tools
• Laid the groundwork for taxpayer to use web mail, voice and audio online, and live chat within a
secure portal. Also, set the stage for building of Application Programming Interfaces (APIs) to
expand product offerings to third parties in the private sector
• Built cross channel analytics, including product, call sites, walk in sites, and correspondence
• Charted and developed many needed processes for digital success in the agency, including a
product life cycle, intake, cost estimation model, wide use of Microsoft Project, decision making
based on analytics, and product governance.
IRS, Washington, D.C., Deputy Director, Privacy & Information Protection (Agency Co-Lead, Identity
Theft Assessment and Action Group) May 2011 – October 2011
Orchestrated an agency-wide task force to change the identity theft processes within the IRS to
provide relief to taxpayers mostly victims because a fraudster filed using their SSN.
• Chaired the work of 5 sub-groups resulting in the creation of an Identity Protection PIN for
victims, streamlined processes, improved data analysis, and a very heightened awareness
of the need to work identity theft cases quickly for the taxpayer.

• Re-designed and streamlined work across all agency organizations and reported progress
through governance to a cross-IRS executive team.
• Reduced the time frames to resolve identity theft cases by 2-2 months by identifying structural
logjams and deficiencies and ensuring that they were fixed.

Deputy & Acting Director, Privacy and Information Protection, October 2009 – May 2011
I headed the work of 4 senior managers and 50 employees on privacy policy, strategy, and projects with the
overall goal of establishing privacy protections for the American people.
• Spearheaded a successful effort to influence IT to fund four privacy technically related projects and
delivered each:
o Hid SSNs used in agency correspondence via a barcode
o Delivered an online tool for agency business employees to complete a privacy impact
assessment for new IT functionality,
o Implemented a PIN for the taxpayer to protect their data and tax filing, and
o Enabled employees to complete their unauthorized access training online with a digital
signature.
• Addressed audiences at meetings such as National Tax Forums, delivering persuasive identity
protection presentations to groups in a range of one to two thousand participants per session. I
also was a member of the U.S. delegation to the Organization for Economic Cooperation and
Development in Paris, France particularly with the Privacy and Security Working Group.
IRS, Washington, D.C., Senior Manager, Service, Submission Processing Domain, December 2006 –
September 2009 and IT Filing Season Lead
I oversaw a workforce of over 200 employees and contractors to develop and maintain information systems
that processed tax returns and payments for approximately 60% of all U.S. tax filings, including:
• Organized and led multiple teams to identity and address system deficiencies, upon assuming the
new position.
o As a result of my leadership, the agency avoided a filing season disaster and a loss of
revenue to the U.S. Treasury.
o For the major systems, I was responsible for every aspect beyond the applications,
including servers, scanners, networks, desktop, and security.
o I not only ensured that all systems were maintained, but I developed the long-term
strategy to adapt to new technology and to the taxpayer needs.
• Transformed the late legislation coordination during the 2007 Alternative Minimum Tax legislation
and 2008 during the first economic stimulus, all time sensitive work since the legislation was
passed late with a very short implementation date.
o Created new processes and an enterprise-wide dashboard that enabled the IRS to
successfully track work to completion from legislation to code in production.
o Communicated progress weekly to the senior leadership team of the agency and
partnered successfully with other IRS organizations in a very high profile, sensitive role.
