It is essential to begin training future quantum specialists right now to reinforce and expand upon France and Europe’s
advantage in quantum technology. Future Nobel Prize winners, visionaries, and investors will emerge from their ranks.
They must think outside the box and acquire skills in a multitude of fields to design hybrid quantum-classic solutions.
This report aims to convince you of this. On behalf of the Foundation, we hope you enjoy reading it.
The document proposes creating a universal innovation system called Catlabs in Catalonia as a prototype for Europe. Catlabs would be a collaboratory network of specialized research labs, intermediate labs, and citizen labs open to all. It aims to combine research and innovation and open the system to businesses, academia, government and citizens. Challenges include changing mindsets, lack of collaboration between sectors, and need for shared spaces, tools and funding. The roadmap proposes building 4H networks to solve challenges, testing hypotheses through projects, and establishing common strategies, platforms and methods to create an open innovation system.

Key findings include: over half of funders have open access policies but few have research data policies; most funders provide some support for open access infrastructure but less for research data infrastructure; and while many funders have signed declarations on responsible metrics, journal impact factors remain widely used in evaluation. The report recommends European funders do more to harmonize, strengthen and implement their open policies.
