Discussion On Resident
Concerns For Vehicle
Parking on Circle Street
Presented By: Rick Pruitt
Chief of Police
Item # 6
City Council Meeting
August 13, 2018
2
• A study was initiated in response to Circle Street
residents’ expressed concern for the volume of
on-street parking along the curb lines in front of
residential lots
• Residents also expressed concern for vehicles
being parked on narrow utility access roads
leading to the area where residents access their
rear garages
Background
3
• Observations of parking activity suggest the
greatest contributor of parked vehicles is
attributed to over-flow parking by employees and
customers from nearby businesses, offices and
restaurants
• With the exception of one no parking zone, there
are no other parking restrictions on Circle Street
or in the utility easements
Background
4
5
• Staff has identified several options to address on-
street parking concerns in residential areas
impacted by commercial over-flow parking
» time limit parking
» resident permit parking
• In similar cases, residents have expressed
dissatisfaction with being bound to the same
restrictions placed against others or having
restrictions they outright oppose

• Recent observations of on-street parking
suggests the newly constructed employee parking
areas have had a positive impact toward reducing
on-street parking
• Staff proposes continued monitoring of on-street
parking before initiating further discussions to
restrict parking on Circle Street
Summary
15
• Post or surface paint a “no parking” notice
within the utility easements
• Consider posting a notice advising drivers the
rear parking area for Circle Drive is “resident
only”
Summary
17
• Police and Fire Department staff studied the
Circle Street area with a primary focus on
ensuring sufficient roadway surface is available
for ambulances and fire apparatus to respond in
areas where on-street parking would be allowed
Coordination

Corner Cap Improvements
19
• When appropriate, restricted and time limited
parking zones become necessary in areas where
commercial business parking overflows into
residential areas
• Establishing restricted and time limited parking
zones is consistent with Section 542.202(a)(2) of
the Texas Transportation Code and Section 18-99 of
the City Codes
