This document discusses irrigation modernization in Valencia Region of Spain. It notes that smallholder farming of citrus crops with collective management of irrigation systems was common. Public support for drip irrigation systems was provided in the 1990s as a water saving strategy after drought. Drip irrigation systems were installed at the scale of irrigators' communities and allowed for centralized fertigation. Studies found that modernized systems using drip irrigation reduced water use by over 50% compared to 29-44% reductions for non-modernized gravity systems between 1998 and 2009.
