rules. Carriers are also exempt if they ONLY transport employees
of their company (e.g., a company shuttles its own employees to
and from a work station). Exempt status typically excuses a
carrier from the Operating Authority requirement, but a USDOT
Number is still required.

A motor vehicle or combination of vehicles may be operated upon the
highways of this state, irrespective of the length and weight limitations
imposed by the laws of this state, if the motor vehicle or combination
of vehicles is operated within the corporate limits of a city abutting
border of this state and such operations have been approved by
ordinance of the city council and if the length and weight of the motor
vehicle or combination of vehicles is in conformity with the laws
relating to length and weight of the abutting state.
If a city council has authorized such operation upon highways within
the corporate limits, then the limit of travel for such motor vehicles or
combination of vehicles within the state is extended to the
commercial zones as described by federal regulations concerning
interstate commerce, 49 C.F.R. §1048.101, and to the interstate system
as provided in 23 U.S.C. §127 and 49 U.S.C. §31112(c), as amended by
Pub. L. No. 104-59.

13. Sioux City weight and length App. F (38)
The zone adjacent to and commercially a part of Sioux City, Iowa, within which
transportation by motor vehicle, in interstate or foreign commerce, not under a
common control, management, or arrangement for a continuous carriage or
shipment to or from a point beyond such zone, is partially exempt from regulation
under section 203(b)(8) of the Interstate Commerce Act (49 U.S.C. 303(b)(8))
includes and is comprised of all points as follows:
(a) The area which would result by application of the general formula promulgated
in §372.241; and, in addition thereto
(b) That area bounded by a line beginning at the intersection of Interstate Highway
29 and the line described in paragraph (a) of this section, and extending
southeasterly along Interstate Highway 29 to its intersection with the Liberty-
Lakeport Township, Iowa, line, thence westerly along the Liberty-Lakeport Township,
Iowa, line to the Missouri River, thence northerly along the east bank of the
Missouri River to its intersection with the line described in paragraph (a) of this
section, thence along the line described in paragraph (a) of this section, to the point
of beginning.
16. Iowa Code 321.461 towed vehicles
321.461 Trailers and towed vehicles.
1. When one vehicle is towing another the drawbar or other
connection shall not exceed fifteen feet from one vehicle to the other
except the connection between any two vehicles transporting poles,
pipe, machinery, or other objects of structural nature which cannot
readily be dismembered.

2. If the towing vehicle is a motor truck and the towed vehicle is a
single trailer with a single point of articulation at the hitch connection,
the drawbar or other connection shall not exceed twenty-one feet. The
length of the drawbar or other connection shall be measured from the
centerline of the hitch assembly on the towing vehicle to the front of
the body of the towed vehicle. A vehicle which has a drawbar or other
connection which measures between fifteen and twenty-one feet in
length shall have at least one yellow reflector visible on each vertical
face of the drawbar or other connection, located near the midpoint
between the towing and the towed vehicle. A vehicle which has a
drawbar or other connection which measures between fifteen and
twenty-one feet in length shall have affixed to the rear of the towed
vehicle a sign indicating that the vehicle is a towed vehicle.

Council Bluffs, Iowa Population 2018. Council Bluffs, Iowa's estimated population is 62,316
according to the most recent United States census estimates.
49 C.F.R. 372.241 Commercial zones determined generally, with exceptions.
The commercial zone of each municipality in the United States, with the exceptions
indicated in the note at the end of this section, within which the transportation of
passengers or property, in interstate or foreign commerce, when not under a common
control, management, or arrangement for a continuous carriage or shipment to or from a
point without such zone, is exempt from all provisions of 49 U.S.C. subtitle IV, part B shall
be deemed to consist of:
(a) The municipality itself, hereinafter called the base municipality;
(b) All municipalities which are contiguous to the base municipality;
(c) All other municipalities and all unincorporated areas within the United States which are
adjacent to the base municipality as follows:
(3) When the base municipality has a population of 25,000 but less than 100,000 all
unincorporated areas within 6 miles of its corporate limits and all of any other municipality
any part of which is within 6 miles of the corporate limits of the base municipality

21. Council Bluffs Authority (Interstate)
MCS-150 form must be marked: Exempt for hire
A Carrier who receives compensation for transporting ONLY
exempt goods (commodities that are Not regulated by the
FMCSA); or an Interstate Carrier transporting exclusively within a
commercial zone that is exempt from FMCSA operating authority
rules. Carriers are also exempt if they ONLY transport employees
of their company (e.g., a company shuttles its own employees to
and from a work station). Exempt status typically excuses a
carrier from the Operating Authority requirement, but a USDOT
Number is still required.
22. Council Bluffs Authority (Intrastate)
For loads originating in Iowa and ending in Iowa the Motor carrier
needs to have Iowa Authority a.k.a. Iowa Motor Carrier Permit.
Motor carrier permits are issued to intrastate for-hire carriers
transporting one or more of the following categories:
• Household goods
• Liquid (nondairy)
• Liquid dairy
• Property (other freight)
Motor carrier certificates are issued to intrastate for-hire carriers
transporting passengers in regular route and/or charter operations.
23. Council Bluffs Authority (Intrastate)

24. Council Bluffs Registration (Intrastate)
What plate is needed to haul Intrastate?
I.R.P. plates are accepted for Intrastate loads.
County based plates are accepted if they are accompanied by a Iowa
Trip Permit (good for 72 hours)
Farm based plates are accepted for Interstate loads
Dual registration (both Nebraska and Iowa plate displayed.
25. Council Bluffs weight and length 321.457(e)
A motor vehicle or combination of vehicles may be operated upon the
highways of this state, irrespective of the length and weight
limitations imposed by the laws of this state, if the motor vehicle or
combination of vehicles is operated within the corporate limits of a
city abutting border of this state and such operations have been
approved by ordinance of the city council and if the length and weight
of the motor vehicle or combination of vehicles is in conformity with
the laws relating to length and weight of the abutting state.
If a city council has authorized such operation upon highways within
the corporate limits, then the limit of travel for such motor vehicles or
combination of vehicles within the state is extended to the
commercial zones as described by federal regulations concerning
interstate commerce, 49 C.F.R. §1048.101, and to the interstate
system as provided in 23 U.S.C. §127 and 49 U.S.C. §31112(c), as
amended by Pub. L. No. 104-59.
26. Council Bluffs weight and length
There is no agreement for length and weight by issue of a city
ordinance for Council Bluffs as there is with Sioux City.
In Council Bluffs you must be legal for Iowa before entering Council
Bluffs
27. IRP
The current IRP agreement between Nebraska and Iowa states
This agreement states that that the authorized travel from Nebraska
state line to the city of Hamburg, Iowa is restricted to Hwy 2, 275,
and 333. You are allowed the same registration exemptions in
Hamburg as you are in Sioux City and Council Bluffs provided you
stay on the above mentioned highways. If you come into Hamburg
off of I-29 you will need to have an apportioned registration.
28. IFTA
In all of the previous mentioned areas Sioux City, Council Bluffs, and
Hamburg IFTA requirements do not need to bet met as long as:
You stay in the previous mentioned zones for Sioux City and the 4 mile
zone for Council Bluffs, and you stay on the previous mentioned
highways for the city of Hamburg.
29. Iowa Code 321.449
If a construction truck is staying in Iowa for the entire day these are
the Iowa exemptions they will be given.
Rules adopted under this section concerning driver qualifications,
hours of service, and recordkeeping requirements do not apply to the
following operating intrastate, other than a TT, except as provided in
this section. Trucks for hire on construction projects are not exempt
from this section.

*trucks moving implements of husbandry,

30. Iowa Code 321.449
For-hire drivers who are engaged exclusively in intrastate commerce
and who operate trucks and truck-tractors exclusively for the
movement of construction materials and equipment to and from
construction projects may also drive twelve hours, be on-duty
sixteen hours in a twenty-four hour period, and be on-duty seventy
hours in seven consecutive days or eighty hours in eight consecutive
days. A “driver-salesperson” means as defined in 49 C.F.R. 305.2 as
adopted by the department by rule.
Sand and salt for traction in the winter are not road construction
materials.
