The Department of Telecommunications notified rules in 2017 that allow the Union Home Secretary or state home secretaries to order the suspension of telecom services, including internet, to maintain law and order. However, the DoT does not maintain records of review committee formations in states/UTs.
2. The DoT does not review the proceedings of state/UT review committees established under the rules.
3. In light of a 2020 Supreme Court judgment, the rules were amended in 2020 to emphasize that suspension orders must be published and not extend beyond necessary duration or violate proportionality.

The Act from 9 April 2010 on the amendment of the Telecommunications
Law Act1 (in Polish: Prawo Telekomunikacyjne; hereafter, PT) introduced a broad
range of changes concerning the principles in accordance to which telecoms
services are to be provided to end users in Poland. It is important to stress first
the change in the definition of a ‘subscriber’ [Article 2(1) PT]. Accordingly,
every entity that is party to an agreement for the provision of telecoms services
concluded with a provider of publicly available telecoms services, irrespective
of whether the agreement is concluded in a written or any other form, is now
considered a ‘subscriber’. This amendment results from the ECJ judgment of
22 anuary 20092. The Court declared therein that the limitation of the definition
of a ‘subscriber’ to entities that are party to written telecoms agreements only
is incompatible with Article 2(k) of the Framework Directive.
133/2008 Amendments

The telecommunications market in Oman saw significant growth in 2009. Mobile phone subscribers increased by 23% compared to 2008, with a penetration rate of 138%. Pre-paid subscribers make up 91% of the mobile segment. While Omantel and Nawras remain the dominant providers, mobile resellers captured 6.5% of the market within six months of launching services. The total number of mobile subscribers grew almost 197% over the past five years. Mobile ARPUs declined by around 15% in 2009 compared to 2007. Nawras' market share relative to Omantel is decreasing as Nawras' pre-paid subscriber base grows rapidly.
