Steps involved
Install local server xampp or wamp
Start server
Copy WordPress package and paste in www or htdocs directory
Open your folder and rename wp-config-sample.php file to wp-config.php
Open PHP my admin & create database
Open wp-config.php and configure your database name, username and

Open package in browser (localhost:port_id/your_folder_name)
