LoCus is a business support program funded by ERDF that provides environmental advisory services to SMEs in partner areas. It aims to work with both landlords and tenants of commercial buildings to address barriers to carbon reduction like the "landlord-tenant divide". LoCus recruits businesses on commercial sites and works to engage the landlord. It then provides services like environmental audits and action planning to help tenants reduce resource use, while helping landlords understand the business case for improving buildings and renewable energy options. The program reports on carbon reductions and aims to realize bigger impacts through collaborative projects at sites with many engaged tenants and landlords.

LoCus stands for “Low Carbon Understanding for SMEs” – BUT Its only half of what we do on the programme, so we don’t refer to ourselves as anything other than “LoCus” LoCus can work with larger businesses in order to facilitate the delivery of the service the SMEs need Its more like “Low Carbon us” (as in, you & me) LoCus will work with businesses as part of a local business community, including the people who own the building / site etc. We aim to bring commercial property owners and their (mainly SME) tenants together as a community with a shared interest: carbon reduction. So behavioural change for the tenants and retrofitting / renewables installations, business models, funding solutions and implementation assistance for the Landlords.

LoCUS wants to work with a minimum of 1000 businesses and 40 Landlords over the next 3 years, with regards to advice, information and awareness of Landlord / Tenant relationship and low carbon partnership solutions. We’ll also be asking peole to use our Carbon Footprinting and management tools online. We’ll populate this information from the 600 or so businesses and 20 or so Landlords that we want to work with in a more material hands-on manner: such as environmental reviews, integrated action plans (ie environment action plans that are integrated with mainstream business objectives and activities), Tenancy agreement options for the landlords and modelling of options etc, focus group work with landlords and / or tenants, action implementation, creation of clusters / networks of tenant businesses and their landlord, carbon measurements using online tools etc. (We’ll be conducting research at the same time through our close association with University of Reading. We’ll also be drawing on active workstreams, research programmes and published findings from Oxford University, Oxford Brookes University and Cardiff University. Some of this work is engineering based ) We’re hoping we can find some really exciting and committed places where there’s good takeup of the LoCUS offer and some interesting place-based clusters are created – about 300 businesses and maybe 10 or so cluster sites, that we can work up some dramatic retrofitting and renewables assessments and feasibility studies, We can work with those clusters to create business plans and models to attract in investment for the installation. A LoCUS ambition would be to help 2-3 committed sites scope and maybe develop as an ESCo (Energy Service Company)

In working through the environment and economic development National Indicators sets we calculate that the Partner Local Authorities are collectively spending around £800K over 3 years on locus eligible activities. However, despite all this work, few LAs have the cash to take their work out into the business community. However, the ERDF (European Regional Development Fund), managed by SEEDA, is a 50% match funded pot where any cash or “in-kind” cash can be used to draw real cash. ERDF is designed to stimulate balanced and sustainable development of economic activity, improving competitiveness but balancing this with environmental protection and opportunities equality. By pooling the collected LA resources, led by Reading Borough Council, a successful bid was made for ERDF money to top-up the existing LA activity and create a service to businesses based on improved competitiveness through environmental performance. And that’s LoCUS.
