Information and communication technologies (ICTs) are tools that can be used to connect people and share information, but require adoption by people to fulfill their potential for empowerment and development. ICTs can enable people to communicate, receive information, and facilitate education, but their impact depends on political, infrastructural, and cultural environments. When used for cross-media sharing, mapping, and open data, ICTs may empower communities and increase transparency.
