Constructing a Facility Siting Plan and the Critical Components
Associated to Ensure Safety
Interview with Florine Vincik, Senior EHS Specialist, Process Safety Center
of Expertise at BASF
Now more than ever, processing plants are in need to ensure their
facilities are equipped with the tools and methodologies necessary to
ensure safe and efficient operations. The development of regulations and
industry standards are prompting plants to implement new means of
protection for both personnel and the environment.
Florine Vincik, BS, MBA, CSP, Senior EHS Specialist, Process Safety Center of Expertise at BASF recently
spoke with marcus evans about key topics to be discussed at their upcoming Facility Siting and Risk
Mitigation for Processing Plants Conference taking place August 4-6, 2015 in San Antonio, TX.
ME: In your current role as Senior EHS Specialist, how would you describe the importance and
application of a facility siting plan?
FV: A facility siting plan is critical for ensuring safe growth and changes that occur daily in an
organization. Companies with evergreen facility siting strategies will have established governance and
management to ensure a risk based approach in addressing facility siting concerns.
ME: Looking at facility siting and risk mitigation together, what do you consider to be the critical
facets necessary to achieve facility safety and sustainability?
FV: Facility Siting must be part of risk mitigation efforts. The critical steps to facility siting are
identification of hazards, understanding the business needs/risks, and communicating the
recommendations for a sustainable facility siting decision.
ME: Processing plants are in considerable need to ensure their facilities are safe. As the world’s
leading chemical company, how does BASF seek to improve process controls, emergency response,
and mitigation efforts?
FV: Centers of Expertise groups within BASF ensure standards, and local/state/federal regulatory and
BASF global requirements regarding safety (occupational, industrial health, process, SIS etc), technology,
emergency response are continuously evaluated using a risk based decision model and communicated
throughout the organization to maintain a sustainable EHS profile.
ME: What preemptive measures does your company exploit to ensure both an accurate PHA and
HAZOP?
FV: Ensuring a consistent approach is used in all PHA (regulatory) or hazard analysis (non regulatory) are
one of the BASF Process Safety group’s main focus. This team participates on various hazard
assessments (capital project reviews, management of change review, and regulatory hazard
assessments) to ensure consistent approaches, methods are used and risk levels are appropriately
assigned across BASF globally. A quality check of the previous regulatory PHA is performed by a team to
ensure the previous effort was consistently done; if not, a redo is performed.
ME: What are the procedures BASF utilizes to prepare employees to be active in and highly cognizant
of process safety measures and regulations?
FV: BASF process safety team members ensure on-boarding/training of all personnel in process safety
fundamentals, capital project reviews, management of change, control of exothermic reactions, risk
based decision modeling, root cause analysis and many other on-demand computer based courses.
Other methods to ensure awareness of process safety initiatives and changes in regulation involve
frequent Web meetings and publications. Process Safety has a web site within BASF web platform as
well as a shared body of knowledge space.
ME: In your experience, what is one of the fundamental components to implementing central
occupational safety programs (i.e., field safety training program, SMS behavioral safety, PPE program,
radiation safety, near miss database, etc.)?
FV: Overly good communication is my term for this fundamental need in large and small global
companies. Just recently I have proposed a communication protocol within BASF that has improved
awareness of recent programs significantly. This protocol uses over 5 forms of communication including
Web meetings that allow questions and feedback. Moving from the “throw it over the fence”
communication method is needed to ensure stakeholder understanding.
ME: What about this marcus evans conference inspired you to speak?
FV: I have not spoken at a marcus evans event in the past. I was approached by a colleague who could
not make this event this year due to a conflict. BASF commits employee engagement in community
events to spread the word about our experiences in Process Safety and learn from others as well.

Constructing a Facility Siting Plan and the Critical Components Associated to Ensure Safety Interview with Florine Vincik, Senior EHS Specialist, Process Safety Center of Expertise at BASF Now more than ever, processing plants are in need to ensure their facilities are equipped with the tools and methodologies necessary to ensure safe and efficient operations. The development of regulations and industry standards are prompting plants to implement new means of protection for both personnel and the environment. Florine Vincik, BS, MBA, CSP, Senior EHS Specialist, Process Safety Center of Expertise at BASF recently spoke with marcus evans about key topics to be discussed at their upcoming Facility Siting and Risk Mitigation for Processing Plants Conference taking place August 4-6, 2015 in San Antonio, TX. ME: In your current role as Senior EHS Specialist, how would you describe the importance and application of a facility siting plan? FV: A facility siting plan is critical for ensuring safe growth and changes that occur daily in an organization. Companies with evergreen facility siting strategies will have established governance and management to ensure a risk based approach in addressing facility siting concerns. ME: Looking at facility siting and risk mitigation together, what do you consider to be the critical facets necessary to achieve facility safety and sustainability? FV: Facility Siting must be part of risk mitigation efforts. The critical steps to facility siting are identification of hazards, understanding the business needs/risks, and communicating the recommendations for a sustainable facility siting decision. ME: Processing plants are in considerable need to ensure their facilities are safe. As the world’s leading chemical company, how does BASF seek to improve process controls, emergency response, and mitigation efforts? FV: Centers of Expertise groups within BASF ensure standards, and local/state/federal regulatory and BASF global requirements regarding safety (occupational, industrial health, process, SIS etc), technology, emergency response are continuously evaluated using a risk based decision model and communicated throughout the organization to maintain a sustainable EHS profile. ME: What preemptive measures does your company exploit to ensure both an accurate PHA and HAZOP? FV: Ensuring a consistent approach is used in all PHA (regulatory) or hazard analysis (non regulatory) are one of the BASF Process Safety group’s main focus. This team participates on various hazard
  • 2. assessments (capital project reviews, management of change review, and regulatory hazard assessments) to ensure consistent approaches, methods are used and risk levels are appropriately assigned across BASF globally. A quality check of the previous regulatory PHA is performed by a team to ensure the previous effort was consistently done; if not, a redo is performed. ME: What are the procedures BASF utilizes to prepare employees to be active in and highly cognizant of process safety measures and regulations? FV: BASF process safety team members ensure on-boarding/training of all personnel in process safety fundamentals, capital project reviews, management of change, control of exothermic reactions, risk based decision modeling, root cause analysis and many other on-demand computer based courses. Other methods to ensure awareness of process safety initiatives and changes in regulation involve frequent Web meetings and publications. Process Safety has a web site within BASF web platform as well as a shared body of knowledge space. ME: In your experience, what is one of the fundamental components to implementing central occupational safety programs (i.e., field safety training program, SMS behavioral safety, PPE program, radiation safety, near miss database, etc.)? FV: Overly good communication is my term for this fundamental need in large and small global companies. Just recently I have proposed a communication protocol within BASF that has improved awareness of recent programs significantly. This protocol uses over 5 forms of communication including Web meetings that allow questions and feedback. Moving from the “throw it over the fence” communication method is needed to ensure stakeholder understanding. ME: What about this marcus evans conference inspired you to speak? FV: I have not spoken at a marcus evans event in the past. I was approached by a colleague who could not make this event this year due to a conflict.
