over 30 PIT counts, and developed homeless
youth (HY) counts in Los Angeles, Las Vegas,
Santa Clara‐San Jose, Sonoma, Mendocino and
others

WHY A SPECIAL YOUTH COUNT?WHY A SPECIAL YOUTH COUNT?
• General PIT count methods ineffective
• Homeless youth (HY) results in AHAR and
CoC reports do not reflect growing trend
• Difference populations require different data
collection strategies
• HY do not co‐mingle with general homeless
population
• HY are expert at avoiding detection
• HY need to be integrated into the CoC
network

HOMELESS YOUTH PIT COUNT CRITICAL STEPS

• Promote the importance of a dedicated HY
Count (typically on the day of your PIT count)
• Partner with HY shelters, drop‐in centers and
other youth advocate groups
• Promote the importance of HY awareness that
results from these efforts
• If possible, include a HY‐focused youth survey
in your planning
• Take careful steps to minimize the risk of
duplicate counting of HY located in general PIT
count

• Use CBPR (Community Based Participatory
Research techniques)
• HY should enumerate HY – Peer‐to‐peer
• HY workers should be target recruited by
providers & be reliable & trustworthy
• HY workers need paid training and close
oversight
• Use 2 step process – 1) observational count 2)
HY survey
• Assign Peer Counselor as oversight

• Choose a good time – 3:00pm (afterschool) or
late PM (after 10:00pm or midnight)
• Plan HY PIT route
• Adult driver responsible for drop‐off/pickup
• Let HY enumerators determine the homeless
youth from the general youth
• Let HY enumerators estimate age categories
(under 18 or 18‐24)
• Document locations to nearest cross‐streets – do
not betray the trust you have earned by
disclosing hang‐out locations
• Reconcile HY PIT to general PIT for Dupe review
HOMELESS YOUTH PIT COUNT – SURVEY
COMPONENT

• Develop a customized HY homeless survey that
includes HUD required data + HY specific data
• HY peer‐to‐peer interviewing ($5/completed)
• Develop survey quota plan informed by HY PIT
• Develop quality control procedures – train
interviewers and avoid selection bias
• Provide driver support when necessary
• Administer as many surveys as possible. Use
sample size calculator if needed.

  • 2. WHO WE AREWHO WE ARE • Applied Survey Research – A 30‐year‐old non‐profit social research firm headquartered in Watsonville, Calif. – ASR has conducted over 30 PIT counts, and developed homeless youth (HY) counts in Los Angeles, Las Vegas, Santa Clara‐San Jose, Sonoma, Mendocino and others 2

WHY A SPECIAL YOUTH COUNT?WHY A SPECIAL YOUTH COUNT? • General PIT count methods ineffective • Homeless youth (HY) results in AHAR and CoC reports do not reflect growing trend • Difference populations require different data collection strategies • HY do not co‐mingle with general homeless population • HY are expert at avoiding detection • HY need to be integrated into the CoC network 3

HOMELESS YOUTH PIT COUNT CRITICAL STEPS 4 • Promote the importance of a dedicated HY Count (typically on the day of your PIT count) • Partner with HY shelters, drop‐in centers and other youth advocate groups • Promote the importance of HY awareness that results from these efforts • If possible, include a HY‐focused youth survey in your planning • Take careful steps to minimize the risk of duplicate counting of HY located in general PIT count

HOMELESS YOUTH PIT COUNT CRITICAL STEPS – CONT’D 5 • Use CBPR (Community Based Participatory Research techniques) • HY should enumerate HY – Peer‐to‐peer • HY workers should be target recruited by providers & be reliable & trustworthy • HY workers need paid training and close oversight • Use 2 step process – 1) observational count 2) HY survey • Assign Peer Counselor as oversight

HOMELESS YOUTH PIT COUNT CRITICAL STEPS – CONT’D 6 • Choose a good time – 3:00pm (afterschool) or late PM (after 10:00pm or midnight) • Plan HY PIT route • Adult driver responsible for drop‐off/pickup • Let HY enumerators determine the homeless youth from the general youth • Let HY enumerators estimate age categories (under 18 or 18‐24) • Document locations to nearest cross‐streets – do not betray the trust you have earned by disclosing hang‐out locations • Reconcile HY PIT to general PIT for Dupe review

HOMELESS YOUTH PIT COUNT – SURVEY COMPONENT 7 • Develop a customized HY homeless survey that includes HUD required data + HY specific data • HY peer‐to‐peer interviewing ($5/completed) • Develop survey quota plan informed by HY PIT • Develop quality control procedures – train interviewers and avoid selection bias • Provide driver support when necessary • Administer as many surveys as possible. Use sample size calculator if needed.
