In Memory of Penny Welbaum 05/31/1960 – 03/18/2015
Penny was 19 years old when she started working at Council on Rural Services.
She helped out whenever and where ever she could.
Penny was doing selfies back in 1999 before they were cool!
She enjoyed a good celebration!
And, having fun!
She turned Bill into Elvis!
She turned Jeff into Shania Twain!
We made her “Princess for a day” when she turned 50!
She was a great leader!
She was so caring!
She loved to travel…
…and everyone was her friend!
There was also lots of cruising!
She loved family…
…especially grandbabies!
WE WILL MISS HER!
