Dr Joo-In Seong has worked for Korea Rural Economic Institute (KREI) since 2000 and stayed in England as a visiting researcher at CCRI from December 2016 to October 2017. KREI is a national policy research institute established in 1978 and belongs to the Prime Minister’s Office of Korea.
His academic background is in urban and regional planning with research interests in rural development and changes in Korean rural communities. While working in KREI, he has been involved in many researches on rural policy and wellbeing of rural people, commissioned by Korean government and regional authorities.
During his stay in CCRI, he has studied rural community issues and related policies in England, comparing with rural Korea which had experienced drastic changes since the beginning of modernisation and nation building in the latter half of the 20th century.
Allan Cain, director of Development Workshop Angola, made a presentation on the experience, of "urban development - ten years after the civil war". Like China, Angola is one of the world's fastest urbanizing countries. The difference is that Angola has experienced decades of recent civil conflict, so the reconstruction of cities has become one of the country's key challenges. After the Civil War, the destruction of infrastructure, changes in institutional mechanisms, governance capacity needed to be rebuilt. Angola therefore was faced with severe challenges of urbanization and is undergoing social transformation. Allan Cain said that the poverty gap between rich and poor is still a major problem. One of the first goals is to rebuild the war damaged roads so that agricultural products and cheap food can reach urban markets for the city's poor. In addition, the Angolan government has introduced three strategies to promote poverty alleviation work, including universal access to “water for all”, a one million house programs, and municipal decentralization with the establishment of local consultative councils. Like all developing countries, the land issue also is a challenge for Angola's urban development. In the issue of urban re-construction in Angola, Allan Cain shared his policy recommendations: establish a legal framework for improving land transactions; to learn from China on the strengthening of financial management of the municipal levels of government; protection of women's rights; pilot projects; cooperation with the social media to raise public awareness.

Cecilia Ledesma is Senior Programme Officer at the International Center on Small Hydro Power (ICSHP). ICSHP, under auspices of United Nations Industrial Development Organization (UNIDO) and China's Ministry of Water Resources, promotes small hydro power development worldwide. Projects focus on training and capacity building to facilitate rural electrification and sustainable economic development in developing countries. She holds a Bachelor’s Degree in Environment, Economics and Politics (EEP) from Claremont McKenna College.
Cecilia presents a case study of using small hydro power, demonstrating how renewable energy is applicable and relevant for communities across different contexts – from rural mountainous communities in Pakistan, communities in the UK concerned about climate change, or reforestation efforts in China. Renewable energy is a powerful tool for global sustainable development. However, community initiative and engagement is key to project success.

This paper explores urban food security within the context of development cooperation between China and sub-Saharan African countries. Recently, development cooperation between China and African countries has grown in different dimensions. Within Sino-African relations framework, little efforts have been made to share development knowledge on urban food security in the context of rapid urbanization. Chinese and African cities share two commonalties: the increasing trend of urbanization and the continuous existence of subsistent agriculture, particularly in the rural areas. Chinese cities have managed to create a sustainable system of urban food security for their teeming population. This study focuses on urban food planning in key Chinese cities such as Beijing, Shanghai, Guangzhou, and Shenzhen. Food situations in these cities will be compared with what obtains in African cities such as Lagos, Accra and Lilongwe. This study argues for a complementary two-way learning process between African cities and their counterparts in China on urban food policy and citizens-driven urban food planning. Chinese and African cities can share some policy lessons on food policy and governance.
What policy lessons can African cities learn from China on the implementation of effective urban food policy? Descriptive methods are used to critically analyze the urban food situation in these regions. This includes the use of primary data on food security situation in urban areas. Besides, secondary data and a desk review of existing published and grey literature are used. National and regional dynamics of food production, distribution and consumption would be triangulated for a comprehensive assessment.

China has achieved remarkable poverty reduction since the reform began in late 1970s. More than 800 million people living under US$1.9 a day has been lifted out of poverty and China’s contribution to reducing the rate of global poverty exceeded 70 percent. However, with the slowdown of economic growth and increase of income inequality, China needs to reform its targeted poverty reduction strategies to enable the poor benefit more from poverty reduction interventions. In November 2013, President Xi Jinping proposed the strategy of “precision poverty alleviation” during his visit to western Hunan, and the strategy has become a significant part of China’s fight against poverty with the objective to end extreme poverty by 2020 in China. This presentation will summarize the main policies and practices implemented under this strategy in recent years. Progress and challenges will also be discussed to give the audience a better understanding of China’s efforts in helping the poor.

Organic farming : increase of net return on farm output through product differentiation, quality selection and sales in specialized markets. Marketing: Bring together the private sector with the agricultural extension services, farmers and their associations to ensure better access to markets. Focus on ACCESS and INNOVATION in six strategic areas: Micro-finance and micro-enterprise development : support to RFSP and pilot projects on reforming RCCs. Technology transfer : (a) to assist the reorganization of a more poverty sensitive extension system; (b) to pilot a need based technology transfer for example through the Technical Envoy System. 6. Sustainable natural resources management : to pilot community based participatory approach in reversing land degradation and to engage in GEF-PRC Partnership on Land Degradation. Strategy design. IFAD will support the adjustment of the government poverty reduction strategy by providing financial support for relevant public and private policy-oriented institutions to conduct evaluations, policy analysis and strategy definition. In this way, the Fund will have the occasion to pursue policy dialogue, advocacy and partnership building at a high level.
