ASI AND THE PACIFIC Results & Impact of GOC-IFAD funded projects by 2006 : ca. 15 million people were lifted out of poverty Example 1 : West Guangxi PAP: 896 000 people benefited Absolute Poverty fell from 48 – 11% Sharp increase in income, assets and social capital Example 2 : Qingling Mountain Areas PAP: 1.292 million people benefited Absolute poverty reduced from 19 to 7% (Hubei) and 46 to 11% (Hubei) Sharp Increase in income ,assets and social capital

- With the strong reduction in poverty, a shift in the approach to tackle the remaining poverty was required. Besides, a number of important policies like the support to village schools and health centres made a number of project measures obsolete. 1981 – 2005 area based, integrated rural poverty project to COSOP 2005 – 2010: Focus on innovation and access Modular approach Focus on ACCESS and INNOVATION in six strategic areas: Micro-finance and micro-enterprise development : support to RFSP and pilot projects on reforming RCCs. Organic farming : increase of net return on farm output through product differentiation, quality selection and sales in specialized markets. Marketing: Bring together the private sector with the agricultural extension services, farmers and their associations to ensure better access to markets. Focus on ACCESS and INNOVATION in six strategic areas: Micro-finance and micro-enterprise development : support to RFSP and pilot projects on reforming RCCs. Gender : support to Women Federation to pilot gender mainstreaming in income generating activities. 5. Technology transfer : (a) to assist the reorganization of a more poverty sensitive extension system; (b) to pilot a need based technology transfer for example through the Technical Envoy System. 6. Sustainable natural resources management : to pilot community based participatory approach in reversing land degradation and to engage in GEF-PRC Partnership on Land Degradation. Strategy design. IFAD will support the adjustment of the government poverty reduction strategy by providing financial support for relevant public and private policy-oriented institutions to conduct evaluations, policy analysis and strategy definition. In this way, the Fund will have the occasion to pursue policy dialogue, advocacy and partnership building at a high level.
