This document discusses ICT4D (Information and Communication Technologies for Development) projects, their life cycles, and challenges. However, ICT4D projects face challenges such as a lack of focus on local needs, short-term funding approaches, and failure to consider maintenance costs. The document advocates for planning projects using a theory of change and life cycle approach to address these issues in order to maximize positive development impacts.
