Job Matching Solution to Enhance
Youth Transition in Sri Lanka

Objective(s) of and justifications for the initiative
 Provide career interest testing for new and prospective students
by providing web based career interest test which could be
taken at any of the CGC Center within the network and through
the web site online.
 Link to TVET Guide to access to all training information
 Match job demand from world of work and supply from
Technical Vocational Education And Training (TVET) sector
 Extract labour market statistical information from supply and
demand data and provide input to analyse demand for TVET
and forecasting future projections on training
 Provide occupational outlook to provide adequate information
on careers available in different sectors.
 Link District Career Guidance and Counseling (CGC) centers to
disseminate information regarding career profiles and
employment opportunities.
Target group(s)
 Young, prospective or new students from schools
and TVET centres at National, Provincial and
District level
 Managers from companies and firms who are
potential finders of suitable skilled people
 Teachers and Parents of the prospective students.
 Career Guidance and Counselling Centre Staff
Impacts, Outcomes
 Support school passed outs to choose preferred
path of study and direct them to closeby TVET
centre
 Different Career Path Maps are prepared for
selected emerging sectors for more information
 Enhance the youth transition in Sri Lanka by
reducing gap between school to training and
training to employment
Measurement and reports of the
outcomes
 The initiative is being considered for further expansion
 Outputs from different programmes are measured and
numbers are collected to National Centre for
monitoring and evaluation
 Network progress is presented in every monthly
progress review meeting.
 Reduce unemployment and improve employability of
TVET graduates providing equal access to vulnerable
groups and females
Success indicators and innovation
 Proving the potential for improved access and strengthened
capacity of a unified career guidance and job matching
system to match supply and demand for labour in Sri Lanka
while attracting students for career guidance and
counseling
 This project will eventually provide the enormous economic
and social benefits.
 Multi stakeholder approach which connects students, TVET
centres and employers with the National Career Guidance
and Counselling Centre for better provision of better Career
Guidance and employment opportunities.

 Regulatory Bodies- Tertiary and Vocational Education Commission
 Ministries – Ministry of Youth Affairs and Skills Development,
Ministry of Foreign Employment Promotion and Welfare, Ministry of
Education, etc.
 TVET providers – University of Vocational Technology, Department
of Technical Education and Training, National Industrial and
Apprenticeship Training Authority, National Youth Services Council,
Vocational Training Authority etc.
 Centers – Career Guidance and Counselling District Centres (22
Nos)
 Private sector- Employers, Industries, Companies, SME sector,
NGO , Association of Foreign Employment Agencies etc.
 Public sector – Employers, Departments, Authorities, Statuary
Bodies etc.
 School Network – Specially secondary level schools(In every
school a teacher is assigned for Career Guidance)
Efficiency of the initiative
 Linked to a further 52 career guidance centers including 22
district centres country-wide organized as a network and
dissemination of information and access to the system is
provided through these centers which cater for about 1000
registered public and private sector vocational training
centers
 Staff is especially trained to operate the system.
 Data center facility for database, system and web hosting
was outsourced to improve accessibility, reliability and
security.
Human and financial resources
 System was designed and finalized by UNEVOC
Centre of Tertiary and Vocational Education
Commission (TVEC) with stakeholder participation
which was on volunteer basis under the leadership of
the Ministry
 System development was assigned to National
Institute of Business Administration (NIBM) which is a
leading ICT and business education institute under the
Ministry
Monitoring and evaluation
 A committee in charge of implementation and
operation of the project has been appointed and
monthly progress review meetings are conducted to
monitor and evaluate the progress of the activities
 Make informed decision on deciding suitable TVET for
youth in Sri Lanka and systematic multi stakeholder
approach to enhance smooth transition of youth to
TVET sector as well as world of work

  • 2. Objective(s) of and justifications for the initiative  Provide career interest testing for new and prospective students by providing web based career interest test which could be taken at any of the CGC Center within the network and through the web site online.  Link to TVET Guide to access to all training information  Match job demand from world of work and supply from Technical Vocational Education And Training (TVET) sector  Extract labour market statistical information from supply and demand data and provide input to analyse demand for TVET and forecasting future projections on training  Provide occupational outlook to provide adequate information on careers available in different sectors.  Link District Career Guidance and Counseling (CGC) centers to disseminate information regarding career profiles and employment opportunities.
  • 3. Target group(s)  Young, prospective or new students from schools and TVET centres at National, Provincial and District level  Managers from companies and firms who are potential finders of suitable skilled people  Teachers and Parents of the prospective students.  Career Guidance and Counselling Centre Staff
  • 4. Impacts, Outcomes  Support school passed outs to choose preferred path of study and direct them to closeby TVET centre  Different Career Path Maps are prepared for selected emerging sectors for more information  Enhance the youth transition in Sri Lanka by reducing gap between school to training and training to employment
  • 5. Measurement and reports of the outcomes  The initiative is being considered for further expansion  Outputs from different programmes are measured and numbers are collected to National Centre for monitoring and evaluation  Network progress is presented in every monthly progress review meeting.  Reduce unemployment and improve employability of TVET graduates providing equal access to vulnerable groups and females
  • 6. Success indicators and innovation  Proving the potential for improved access and strengthened capacity of a unified career guidance and job matching system to match supply and demand for labour in Sri Lanka while attracting students for career guidance and counseling  This project will eventually provide the enormous economic and social benefits.  Multi stakeholder approach which connects students, TVET centres and employers with the National Career Guidance and Counselling Centre for better provision of better Career Guidance and employment opportunities.
  • 7. Stakeholder engagement, cooperation  Regulatory Bodies- Tertiary and Vocational Education Commission  Ministries – Ministry of Youth Affairs and Skills Development, Ministry of Foreign Employment Promotion and Welfare, Ministry of Education, etc.  TVET providers – University of Vocational Technology, Department of Technical Education and Training, National Industrial and Apprenticeship Training Authority, National Youth Services Council, Vocational Training Authority etc.  Centers – Career Guidance and Counselling District Centres (22 Nos)  Private sector- Employers, Industries, Companies, SME sector, NGO , Association of Foreign Employment Agencies etc.  Public sector – Employers, Departments, Authorities, Statuary Bodies etc.  School Network – Specially secondary level schools(In every school a teacher is assigned for Career Guidance)
  • 8. Efficiency of the initiative  Linked to a further 52 career guidance centers including 22 district centres country-wide organized as a network and dissemination of information and access to the system is provided through these centers which cater for about 1000 registered public and private sector vocational training centers  Staff is especially trained to operate the system.  Data center facility for database, system and web hosting was outsourced to improve accessibility, reliability and security.
  • 9. Human and financial resources  System was designed and finalized by UNEVOC Centre of Tertiary and Vocational Education Commission (TVEC) with stakeholder participation which was on volunteer basis under the leadership of the Ministry  System development was assigned to National Institute of Business Administration (NIBM) which is a leading ICT and business education institute under the Ministry
  • 10. Monitoring and evaluation  A committee in charge of implementation and operation of the project has been appointed and monthly progress review meetings are conducted to monitor and evaluate the progress of the activities  Make informed decision on deciding suitable TVET for youth in Sri Lanka and systematic multi stakeholder approach to enhance smooth transition of youth to TVET sector as well as world of work
