This paper examines modifications made by users to government housing projects in Kuwait. 86% of respondents indicated making modifications to improve functionality or aesthetics, spending an average of 15,000 KD. Most removed materials are discarded. Users suggested receiving unfinished units or loans to remodel. The author recommends allowing user participation in planning and design to better meet needs and avoid future modifications.
