1.0 Introduction
 The concept of a "smart environment"
includes both smart city and smart building
concepts
 Solving Urban Problem Through Technology,
• It includes the advancement of Internet of
Things (IoT), and global Information and
Communication Technology (ICT).
• Attributed problems that calls for Smart
environment include:
 Population growth; urbanization; and other
ecological problems brought about by
climate change.
• An adverse impact on Nigeria's built
environment's sustainable development
growth is noticeable [Idowu, 2013; Agboola
et. al., 2015; & Asogwa et. al., 2020].

 Due to the aforementioned problems
(i) Cities must be resilient
(ii) Smart city programs becomes important
[15], [16].
 Benefits of Smart environment
(i) Interconnecting a city's infrastructure and
its subcomponents,
(ii) Raising the standard of life,
(iii) Enhancing the social, economic, and
psychological wellness of its residents [17],
[11].
(iv) Global reduction of catastrophic events
and adaptation to climate change [18],
[19], [20].

2.0 Problem Statement & Justification for the Study
 Problem statement
• More concise studies are needed; as
environmental smartization is still a
research topic of interest in the current
21st century worldwide.
• Developing nations like Nigeria is facing
challenges in the conception of a smart
city.
 Justification
• Therefore, in order to tackle the issues
with development and challenges
related to ICTs, strong concepts and
approaches are required.

Objectives
(i) To explore the smart city projects in Lagos;
(ii) To reinstate the benefits of the smart city and
building for future planning decision making;
and
(iii)To document the robust resilience goal
initiatives.

3.0 Current Lagos Smart City Initiative Project
 Choice of Lagos City as a case study: The most
populous metropolis in Africa
 Considering the Governor Babajide Sanwolu
administration's smart environmental initiatives in
recent time.
 Highlights of the Project
 Lagos State's Governor, Babajide Sanwo-Olu, is in
charge of the envisioned Smart City initiative [25].

3.0 Current Lagos Smart City Initiative Project

• Supported by the numerous individuals and
organizations from both the public and private.
• Lagos State Science, Research, and Innovation
Council is to oversee a budget of 250 million
Naira ($640,000) for research on the city's
technological infrastructure.
• Artificial intelligence, robotics, biomedical
informatics, and renewable energy are some of
the areas this money will be used on [25].

3.0 Current Lagos Smart City Initiative Project contd…
•The planned Smart City's inhabitants will be able to collect
information from citizens, smart gadgets, and other fixed and
mobile government assets in an effective manner [25]. This
will result in improved social services, the creation of jobs, the
delivery of public services, financial inclusion, and internally
generated revenue for the government.
• In order to supply the thousands of systems and devices
required to achieve the vision of the Smart City, MainOne's
Digital Lagos initiative aims to build crucial broadband
infrastructure throughout the Lagos State [25].

4.0 Review of Literature: Smart City’s Initiatives and Sustainability
• The proliferation and incorporation of new technologies, (ICTs and information management
features ) from data acquisition to data analysis and interpretation
• Advanced ICT applications in smart cities include digital applications to engage people in co-
creation of services or social activities, GPS technologies to improve traffic and transportation
flow, database technologies for health, and a power efficiency software to improve surveillance
systems
• The context of smart projects has produced a variety of interpretations that pertain to the
emphasis on a particular dimension of economic, social, or environmental sustainability

security, ventilation,

 The capacity to differentiate
between Smart Buildings and earlier
generations of buildings will be
made possible through adaptability
within and integrate across all
components of the building.
 Examples of adaptability as opined
by [38] include the capacity to take
into account of the followings: (i)
various individuals' perceptions of
comfort at various times of the day
and different seasons; (ii) various
seasons; (iii) various occupants or
building use changes; (iv) various
occupancy data characteristics; and
(v) various mean annual
meteorological conditions

4.0 Review of Literature: Resilience of Smart
City and Building Initiatives
• Resilience refers to the spread
of smart cities and structures in
the midst of crisis from the
environment and population
expansion.
• Resilience is intended to rectify
the economic, political, and
social systems as well as to
restore functionality of the
environment [49],[50].

5.0 Conclusion
• This study contributes to the knowledge through the
documentation of the significance of smart urban
environment to overcome the various climatic challenges;
in emerging countries such as Nigeria.
• This study inferred that Quality of life factors and Smart
environment could improve environmental, economic
growth, and social fairness.
• Appropriate urban policy formulation is required.
• The evidence presented in this paper is useful for Policy
makers, Planners, Architects and other Professionals in the
built environment on the need for adequate smart
intervention planning.

  • 2. 1.0 Introduction  The concept of a "smart environment" includes both smart city and smart building concepts  Solving Urban Problem Through Technology, • It includes the advancement of Internet of Things (IoT), and global Information and Communication Technology (ICT). • Attributed problems that calls for Smart environment include:  Population growth; urbanization; and other ecological problems brought about by climate change. • An adverse impact on Nigeria's built environment's sustainable development growth is noticeable [Idowu, 2013; Agboola et. al., 2015; & Asogwa et. al., 2020]. 2 Components of smart city
  • 3. 1.0 Introduction Contd…  Due to the aforementioned problems (i) Cities must be resilient (ii) Smart city programs becomes important [15], [16].  Benefits of Smart environment (i) Interconnecting a city's infrastructure and its subcomponents, (ii) Raising the standard of life, (iii) Enhancing the social, economic, and psychological wellness of its residents [17], [11]. (iv) Global reduction of catastrophic events and adaptation to climate change [18], [19], [20]. 3 Facilities Available in a Smart City
  • 4. 2.0 Problem Statement & Justification for the Study  Problem statement • More concise studies are needed; as environmental smartization is still a research topic of interest in the current 21st century worldwide. • Developing nations like Nigeria is facing challenges in the conception of a smart city.  Justification • Therefore, in order to tackle the issues with development and challenges related to ICTs, strong concepts and approaches are required. 4 Walk through-or-fly-through Smart city

  • 6. 3.0 Current Lagos Smart City Initiative Project  Choice of Lagos City as a case study: The most populous metropolis in Africa  Considering the Governor Babajide Sanwolu administration's smart environmental initiatives in recent time.  Highlights of the Project  Lagos State's Governor, Babajide Sanwo-Olu, is in charge of the envisioned Smart City initiative [25]. 6 Map of Nigeria showing Lagos State.   • 7. 3.0 Current Lagos Smart City Initiative Project contd… • Supported by the numerous individuals and organizations from both the public and private. • Lagos State Science, Research, and Innovation Council is to oversee a budget of 250 million Naira ($640,000) for research on the city's technological infrastructure. • Artificial intelligence, robotics, biomedical informatics, and renewable energy are some of the areas this money will be used on [25]. 7 Smart Building Smart City
  • 8. 3.0 Current Lagos Smart City Initiative Project contd… •The planned Smart City's inhabitants will be able to collect information from citizens, smart gadgets, and other fixed and mobile government assets in an effective manner [25]. This will result in improved social services, the creation of jobs, the delivery of public services, financial inclusion, and internally generated revenue for the government. • In order to supply the thousands of systems and devices required to achieve the vision of the Smart City, MainOne's Digital Lagos initiative aims to build crucial broadband infrastructure throughout the Lagos State [25]. 8

  • 12. 4.0 Review of Literature : The smart Building Initiatives..Contd  The capacity to differentiate between Smart Buildings and earlier generations of buildings will be made possible through adaptability within and integrate across all components of the building.  Examples of adaptability as opined by [38] include the capacity to take into account of the followings: (i) various individuals' perceptions of comfort at various times of the day and different seasons; (ii) various seasons; (iii) various occupants or building use changes; (iv) various occupancy data characteristics; and (v) various mean annual meteorological conditions 12 Adaptability over different timescales in a Smart Building.   • 15. 5.0 Conclusion • This study contributes to the knowledge through the documentation of the significance of smart urban environment to overcome the various climatic challenges; in emerging countries such as Nigeria. • This study inferred that Quality of life factors and Smart environment could improve environmental, economic growth, and social fairness. • Appropriate urban policy formulation is required. • The evidence presented in this paper is useful for Policy makers, Planners, Architects and other Professionals in the built environment on the need for adequate smart intervention planning. 15
