IT Innovations
• All mandis being linked by Video Conferencing
• RDBMS and Geo-referenced mapping of all Roads & assets
   •   to enable GPS assisted navigation and
   •   use of Google earth imageries and geo-referenced photographs (picked up at
       close intervals) to assist planning, monitoring and maintenance activities.
• Smart Cards to Farmers/ Traders/Employees for proper
  accounting of farm produce and payments
• Computerization / E-Trading / E-Auctioning / Weigh Bridges.
• Smart card based RTGS Payments and online final bills for
  transparency in civil works

• Centrally air conditioned modern Agro Malls will be operational at 4
  locations this year.

Infrastructure Push - Roads
    •           Constructed 11595 km of roads till 31/3/2012.
    •           1207 km roads are under construction as on 31/03/2012.
    •           Since 1.4.2005, Expenditure on New Construction: Rs 431.78 cr.

•          The pavement thickness of roads sanctioned prior to 2005 had been 150mm.
•          After that pavements have been constructed to thickness of 225 mm.
•          Now, Pavement thickness is 400mm.

         National Agriculture Trade Center(NATC)
•   500 Acre area, 1200 Cr planned outlay

•   Initial operations to commence by Dec 2012- Expected to be fully operational by 2015
•   Primary processing facilities along with grading/packaging/storage are planned in the
    market for value addition and post harvest management.

          •   Value addition & better remunerative prices to farmers
          •   Located in the NCR
          •   Comprehensive agricultural and horticultural testing services
          •   Primary processing facilities under one roof
          •   Export of fruits and vegetables.
          •   Rural job creation

          •   Positioned as an alternative to the Azadpur (Delhi) wholesale F&V market.
Legislative reforms required as per GOI recommendations
   Horticulture fee needs to be abolished and we need to move to a regime of user
    charges
   Direct purchase of horticulture products should be allowed through collection centers
   Move from Multiple point Levy to Single point levy of market fee
   Move to Universal licensing in Mandis
