How can we use energy systems modelling to effectively inform policy

This document discusses collaboration between the ETSAP Hydrogen modelling project and the IEA Hydrogen TCP to improve modelling of hydrogen technologies in TIMES models. The goals are to provide updated cost and efficiency parameters for hydrogen technologies, develop best practices for modelling the hydrogen value chain, and establish closer collaboration. Activities include national teams documenting their hydrogen modelling, workshops on the topic, and developing an example hydrogen sub-model and guidelines report. Status provided on participation levels and planned further development of best practices and a new hydrogen sub-RES model.

This document discusses using an energy systems optimization model called TIMES-Ireland Model (TIM) to inform carbon budget recommendations for Ireland. TIM can calculate the least-cost energy system configuration to meet future demands while respecting constraints. In the short-term, TIM can inform what changes are needed to meet decarbonization targets, the optimal emission reduction pathway over time and sectors, and the policy effort gap. Additional development is needed for TIM to fully inform other questions around carbon budgets, costs, and policies. The model developers aim to make TIM fully open-source and engage stakeholders in its use and development.

Countries can strengthen their Nationally Determined Contributions (NDCs) to help close the emissions gap in several ways: by strengthening NDCs directly, increasing the coverage and effectiveness of national policies like renewable energy support and efficiency standards, and replicating successful policies globally which could reduce emissions to levels consistent with 2 degree warming. Most climate mitigation actions also provide sustainable development benefits like economic growth, improved health from reduced air pollution, new jobs and increased energy security.

IEA-GHG activities and possible collaboration with IEA-ETSAP

The Global CCS Institute launched The Global Status of CCS: 2014 report on 5 November 2014. 2014 has been a pivotal year for CCS as it is now a reality in the power industry. Irish Participation in IEA Tech Collaboration Programmes

SEAI is substantially increasing its funding for energy research and innovation in Ireland. In 2018, SEAI awarded €8 million in funding for 45 projects. SEAI has also launched a call for Irish participation in the IEA's technology collaboration programmes, which provide an opportunity to network with global leaders in energy research and development. Ireland has historically had one of the lowest levels of public investment in energy research among OECD countries. SEAI is restructuring its national research funding programme to support larger, multi-year projects through co-funding partnerships.

The Implementation Plan identifies 43 actions across 13 areas that can be carried out in the short and long term. Workshops were held to develop factsheets on potential actions. JPI Oceans is also partnering with Horizon 2020 and other programs to support its implementation and evaluation pilot actions.
