How a Bill becomes a Law
• First the bill is introduced to either the House
or the Senate
• Next, it is referred to a committee or
subcommittee.
• Hearings and studies take place.
• Reported by the committee.
• Debated on the floor, and voted.
• From here, it is decided if it will be sent to the
President, or returned for revisal's, or thrown
out.
What you will do

• Students will break up into
small groups.
• Each group will come up with
an issue they want to make
into a bill.
• Students will write up some
details as to why they think
this bill will be beneficial.
– On a piece of paper

• Students will then debate
their bills on the “floor” with
their classmates on the pros
and cons of their bill.

Some ideas: School
Uniform, School
Start time and end
time, allowed to
wear hats in
school, free pizza
on Fridays, no
bullying,
Example:

• Bill Proposal: School dismissal time should be
1 PM
• Explain why this bill would be beneficial as a
law.
• Pros:
• Students have more time for
homework, afterschool activities, or jobs, or
leave school earlier.
• Cons: You classmates will challenge you with
possible cons
