While some historians view the Meiji Restoration as a success in political reforms, others argue it failed to fully establish democracy in Japan. The Meiji leaders successfully incorporated some Western political systems like establishing laws and a constitution, but democracy was limited. The constitution concentrated power in the hands of oligarchs and bureaucrats rather than elected officials. Commoners also had little influence or participation in the political process. Additionally, the lives of peasants did not significantly improve and some argue deteriorated after the restoration. Therefore, critics claim the restoration failed to resolve issues from the feudal system and brought confusion by mixing authoritarian and democratic elements, making the reforms vague and lacking practical application of representative government.
This paper will attempt to probe some of Somali search for a viable state model and analyses whether what Puntland (formerly Northern Eastern Somalia Regioins) has started is just the beginning of a wider reaction by the Somali people throughout the country. Since the outbreak of the civil war, the Somali nation has been disintegrating into a radically decentralised state system. Puntland’s lead will surely inspire other groups/regions in Somalia to form their own administrations, which will, in turn, integrate them together in a consortium of a federal system.

The phenomenon called Anna Hazare and the wave he has created needs to be understood as positive evolution force to advance democracy and parliament and it’s functioning for the well being of humanity, not as a confrontation with parliament. It is a call for transformation of all those who exist and take key position of rule in the government and judiciary. They have to come into self realization. They are called to serve the people and ensure justifiable flow and sustenance of the system, not to seek “self” and thus curtail the flow and thus bring death to the system. Anna phenomena is a call for these people to retreat from the corrupt practices and surrender to truth to get saved. Nothing can stop Truth from manifesting.

Everything suggests that the strategy devised by the PT (Worker Party) for achievement and maintenance in power in Brazil took into account the lessons of Gramsci. From the Lula government, in civil society, social sectors were conquered by the PT with the “Bolsa Familia” income transfer program, in addition to unions and social movements in general that have been co-opted by PT. The structures of the Brazilian state and state enterprises were also occupied by members of the PT. More recently, the judiciary was also conquered after the departure of President Joaquim Barbosa because its presidents of the Supreme Court and top electoral court former members of PT. The victory of PT in the presidential elections of October 26 would close the maintenance of the Executive Branch. Possession of the Executive and the Judiciary, the Legislature would be entirely at the mercy of the PT. The conquest of the state by PT in Brazil would materialize in practice. From the foregoing, it can be stated that Brazil's future will be dictated by the hegemonic power of the PT and its allies if Dilma Rousseff win the next elections. Instead of putting into practice the Gramscian way of social emancipation, we instead have in Brazil playing the dictatorship exercised by the PRI party that controlled the political life of Mexico for 71 years, through the control of the state apparatus and a system based on corruption, forming the "Perfect Dictatorship" term used because the official party to have been sustained in power without punches preserving the elections and the multiparty system.
Japan
Tension in Tradition
The Tokugawa Shogunate
Tokugawa Shogunate 1600 – 1868 established military rule and class based society by controlling contact with outside world including giving the Dutch a limited trade monopoly and eliminating Christianity from Japan
Loyalty was primary political value during this time and contributed to factionalism
Motori Norinaga (1730-1801) articulated the ideology of kokutai as an expression of Japanese superiority in the Imperial way and rejected foreign influences such as Buddhism and Confucianism
The Meiji Period
Economic and social problems plagued late Tokugawa Japan including a famine that led to hundreds of thousands of deaths and the impoverishment of many in the samurai class
Concessions to Commodore Matthew Perry to open trading ports to America ignited nationalist forces that would culminate in the Meiji Restoration – Revere the Emperor and Expel the Barbarians – Sonno Joi
Brief civil war and drawing up of the Charter Oath to embrace a course of modernization – 1877 Samurai rebellion defeated
The Meiji Period
Itagaki Taisuke reorganized forces into the Jiyuto, the Liberal Party, in 1881 that eventually became the modern Liberal Democratic Party – parties in the 80s were more leader centered and did not represent mass interests
The Meiji Constitution of 1889 asserted authority of emperor and was followed by the Imperial Rescript on Education that further articulated conservative values
Japan succeeds in war against China 1894 and Russia 1905 and establishes itself as an imperial power in Korea in 1910
Korea at the Crossroads
Korea and Japan had early contact but chose different cultural paths with Korea emphasizing Confucianism and Japan preserving a balance between Buddhism and Confucianism
Early Twentieth Century Japanese colonialism is established and country is liberated by Russians and Americans setting the stage for the Korean War 1950-1953
Democratic People’s Republic is one of the few remaining authoritarian, communist states in the world
Republic of Korea has worked through six constitutions with the 1987 permitting direct elections. Presently ROK is a multiparty democracy with the Grand National Party and the Democratic Party dominating electoral outcomes
Civic activism plays an important role in ROK politics. Sometimes activism is directed against the United States
The Twentieth Century: Pluralistic and Authoritarian Legacies
Cleavages emerged between political elites who followed the Meiji reformers with those adhering to kokutai, State Shinto, and emperor worship prevailing
Japan becomes integrated into global economy and becomes aware of need for resources and territorial expansion
Cycles of economic recession hit Japan with labor market flexibility met by bringing women in during times of growth and pushing them out during recessions
Early twenties sees the birth of labor unions, a Communist party, and a variety of other left leaning parties but these gro.
CHALLENGE OF DEMOCRATIC LEADERSHIP: Continuity and Change in NigeriaKayode Fayemi
In continuation of my engagement as a Visiting Professor at the African Leadership Centre, I participated in a roundtable discussion on ‘The Challenge of Leadership: Continuity & Change in Nigeria,’ moderated by Prof Funmi Olonisakin at King's College, University of London. I shared my insights on democratic leadership, the challenges our democracy faces, the false dichotomies between civil society and political society, and the implications of Nigeria's political economy of oil.
Nigeria serves as a complex case study in the journey towards democracy. In the past two decades, our democracy has undergone significant changes, but opinions on progress varies between pessimism and optimism. Meeting the high expectations set after 1999 has been challenging, and we must shift our mindset to see progress as an ongoing struggle.
It is important not to generalise stagnation across all sectors, as there are pockets of progress throughout the country. Rather than solely focusing on outcomes, we should assess the quality and content of democratic and governance reforms. Long-term change requires recognising the cumulative impact of small, incremental shifts, including often overlooked partial reforms at the sub-national level with lasting effects. Transformation rarely happens through a single dramatic shift but results from a complex mix of evolving factors.
Despite the challenges, there are individuals dedicated to reforming Nigeria's governance. The question remains: can we achieve significant improvements even with good intentions and an increase in reform-minded individuals in politics?
Structure!Thesis British politics were changed in such a fa.docxjohniemcm5zt
Structure!
Thesis: British politics were changed in such a fashion because the changes caused something.
If these changes had not occurred, it is possible that x could have happened!
Before the 19th century Reform Acts, British politics possessed a conservative, statesmanlike,
and stable character. The Reform Acts introduced modern republicanism without significant
disruption because the working class British that became incorporated respected British
hierarchical society and the parliamentary system. Furthermore, many of the substantial social
changes from the 19th-20th centuries occurred because of substantial economic changes, not
political reform. If the franchise had not been enlarged to eventually encompass the working
class, it is quite possible that radical political movements, such as the Charterists, would have
gained a political hold.!!
Bagehot and Government!
Bagehot writes from within the period studied!
Bagehot takes an aristocratic view of government!
Ruling takes education, experience, and sobriety--this is what he calls “statesmanship”!
Statesmanship!
The job of the political elites is to provide sober judgment on issues!
His condemnation of American politics largely rests on the inability of the Americans to reach
sober conclusions on politically necessary issues!
Because the President and Congress are in constant competition, there can be no
statesmanship (37)!
The introduction of the working class endangers this statesmanship!
Bagehot writes, “I am exceedingly afraid of the ignorant multitude of the new constituencies.” (p.
17)!
The introduction of the working class would require specific actions on the parts of the
statesmen, and provide a real danger!
However, while Bagehot is anxious about reform, he does not dismiss it out of hand -- it is a
challenge but could provide reasonable results of the Parliament is followed!
Was he right or wrong? Were his concerns justified?!
Bagehot’s concerns are legitimate. The course of other countries’ attempts to reform would
demonstrate that. However, organized, radical labor movements did not form in Britain!
1832 Reform Act!
On its face, the 1832 Reform Act was substantial!
It brought 10-pound householders into the vote!
Functionally, this extended the franchise!
In practice, Bagehot, argues, it was not so extreme!
In the first place, constitutional changes take time to be discovered, as generational changes
matter (7)!
Most of the pre-1832 elites, such as Lord Pemberton, remained in power until the mid-1860s (7)!
Secondly, England is a “deferential society,” argues Bagehot.!
The newly-incorporated members did not participate directly in politics -- they remained
shopkeepers (8)!
“If a hundred small shopkeepers had by miracle been added to any of the ‘32 Parliaments, they
would have felt outcasts there.” (8)!
Parliament remained the space of the elite!
The newly-incorporated did not vote to push their personal interest in politics at the national
level!
They voted .

In a May 9, 2024 paper, Juri Opitz from the University of Zurich, along with Shira Wein and Nathan Schneider form Georgetown University, discussed the importance of linguistic expertise in natural language processing (NLP) in an era dominated by large language models (LLMs).
The authors explained that while machine translation (MT) previously relied heavily on linguists, the landscape has shifted. “Linguistics is no longer front and center in the way we build NLP systems,” they said. With the emergence of LLMs, which can generate fluent text without the need for specialized modules to handle grammar or semantic coherence, the need for linguistic expertise in NLP is being questioned.

History IA - Analysis
1. Analysis
While there are different perspectives regarding the success of the Meiji Restoration
in terms of political reform, many historians claim that the Restoration had a great success in
leading the future Japan. Historian Alistair D. Swale remarks that the Japanese reform during
the Meiji period was successful because the Meiji leaders were successful in incorporating
Western politics and established a functioning democracy without sacrificing Japanese values.
(Swale 50) The leaders could successfully make numerous laws and political systems and
great a huge progress in Japanese society. (Swale 51) They emphasized the traditional Shinto
aspect in the new system andit is not another kind of Bakufu, but rather a government that is
ruled by the emperor and is an adaptation of Western political ideas to Japanese tradition.
(Swale 63) Thus political reforms were closely associated with social reforms too. They
established the Charter Oath in 1868 which announced the main aims and course of action
under the rule of the Meiji Emperor. This was significant in transforming the society from
feudalism to constitutional monarchy. In 1890, they established the Meiji Constitution which
claimed the role of politicians in diets and the new political system under the Emperor. These
reforms showed Japan’s progress to the West and allowed her to end the unequal treaties. In
1925, the General Election Law became effective and allowedvoting rights to men above 25
years old. This implies the great success of democracy when compared to other countries at
that time. GerogeSansome, a government official from the United Kingdom during the Meiji
period, had positively stated “By the beginning of the nineteenth century the authority of the
central government is being challenged by the great feudatories….Japan has now to enter the
international society. The feudal hierarchy presently collapses, and in 1867 the rule of the
throne is fully restored.”(Sansome 242) From these accomplishment done during the era,
people can regard the Meiji restoration as a significant transformation that later helped Japan
become a modern state.
2. However, some scholars assert that the restoration failed. According to Ian Buruma,
the main reason of its failure lied on the vagueness of the reform, allowing the Meiji leaders
to control the Japanese politics. (Buruma 37) Although the political leaders mainly from
Satsuma and Choshu clans tried hard to make Japan a westernized nation, they lacked focus
on the details of the official documents. The new constitutionwasbased on the Prussian
constitution which was meant to impress the Western world. However, the oligarchsdid not
seem to fully support democracy. They mixed the German constitution with the Japanese
authoritarianism which brought massive confusion to the society.Although it claimed
democracy, the involvement of the public to the politics was strictly limited. Public
gatherings were often repressed due to the Safety Preservation Law of 1894.In addition,
Buruma explains that although Emperor’s active involvement in leading the country was
claimed in the constitution, he was nothing but a symbol of the country. He was “expected to
stand above worldly for affairs, while bureaucratic elite made political decisions in his
name.”(Buruma 39)This suggests that the bureaucrats gained authority rather than the elected
officials which is far from a democratic system. Moreover, the Emperor’s position limited the
involvement of the commoners’ participation in politics. Therefore, it can be said that
democracy was not fully supported. These vague system of the Meiji politicsbrought massive
confusion to the society. The shift from feudalism to the constitutional monarchy lacked
practicality and did not resolve the peasants’ problems of high rents which emerged in the late
Tokugawa era. Historian Richard Storryeven states that the condition of the peasantry
deteriorated for several years after the transformation.(Storry 108) This indicates that the
commoner’s small influence over the politics. He explains the reason that the political
reforms were so precarious is that“the government was so busy building up, on a pragmatic
basis, the strength of the nation…that it looked upon the demand for representative
institutions almost frivolous…”(Storry 112) From this, it is evident that the Meiji leaders
were more interested in economic progress than in politics. This is shown clearly when Japan
3. started to invade China and Korea for expansion later in 1895 and 1905. Therefore, by
looking back at the actual conditions of politics during Meiji restoration such as the restricted
participation in democracy, the discord of the Emperor’s role in the constitutional monarchy,
and unchanging lives of the peasants support the claim that the reform was a failure.
