Abstract
Conflicts and protracted crises have resulted in a sharp rise in the number of Internally
Displaced Persons (IDPs) in Nigeria. Displaced persons not only face physical threats in such
circumstances of forced migration, but are also confronted with the challenge of economic
survival. In this context, Conditional Cash Transfers (CCTs) becomes an increasingly
important tool in humanitarian response and poverty reduction. In recent years, Nigeria has
deemed it necessary to embrace cash transfers as social protection instruments to tackle poverty
and vulnerability. This study examined the implementation of the CCT programme in Benue
State, Nigeria. The vulnerability theory was used as the theoretical underpinning of the study.
The study adopted both quantitative and qualitative methodological approaches to carry out in-
depth investigation. Survey and documentary sources were used for data collection, while
descriptive statistics and content analysis were used for data analysis. The data analyzed
revealed that the CCT Programme as presently implemented in Benue State covered the poor
and vulnerable, but did not extend to the large IDP population. It also established that IDPs in
Benue State were supportive of in-kind assistance, but indicated the need for a combination of
in-kind and cash assistance. The study recommended that in extending the CCT programme to
IDPs in Benue State, strategies such as establishment of a robust programming framework;
strong Measurement and Evaluation (M&E) mechanisms; and training to help beneficiaries
utilize from provided assistance, among others, should be adopted to maximize benefits and
mitigate possible risks associated with the programme.

The war on poverty is one of the biggest domestic battles that the United States has faced. It is unrealistic to help every family get out of poverty, but it is realistic to decrease the amount of individuals and families in poverty. One reason why poverty is still an issue is because some people become reliant on programs. Some people received assistance from assistance from programs and are given resources and are able support themselves, but some people go from program to program seeking assistance and never get out of poverty. People are born in impoverished neighbors and it is hard to get out of poverty without hard work.
The United States has a poverty rate that stays between 10-15 percent with the poverty rate currently being around the 13 percent area (Tanner and Hughes 2014). Poverty exists all over the world and is especially worse in developing countries, but the United States ranks higher on the list for developed countries for poverty rates (Varghese 2016). The child poverty rate is especially high in the United States compared to other developed nations (Pac et all 2013). The government tried to assist citizens that are affected by poverty by using vouchers and grants (Varghese 2016). Vouchers and grants used to assist people in poverty may be short term or long term. If they are short term then people have to get on their feet relatively quickly.
Where I work we assist homeless veterans with finding housing and assist them for a few months with paying rent. We have many veterans who come to us with a fixed income and one of the only affordable options for them is subsidized housing. The problem with subsidizing though is generally there is a waitlist sometimes between 1-2 years and many subsidized housing units will not take veterans with criminal backgrounds. Unfortunately we receive some of veterans who are just looking for a hand out and will try to go to another program to receive rental assistance when we cannot assist anymore. Many just need a little of assistance to get back on their feet because they do want to be able to support themselves.
There are many programs that assist with decreasing poverty, but the key is to help the person be sustainable by themselves. Programs that just enable people and do not give the public a chance to stand on their own should not be funded (Tanner and Hughes 2014). Programs that do not help people become more self-sufficient contribute to the poverty problem. Programs that assist with education are important because education can help people get better jobs (PADM530). Some people in poverty do not even have a high school diploma, so assisting them with getting a GED makes a big difference regarding jobs that they can apply for.

ABSTRACT: Government or public policies are policies that are made at different times and in most cases by different governmental organizations. This can be at the federal, state and at the local levels through which the governments advance and make meaningful economic and human developments. Gombe state government in Eastern Northern Nigeria in its response to the numerous complaints by its citizens over the political violence activities perpetrated by youth groups known as Kalare in the state has formulated two policies with the intention to eradicate these violence activities. These policies include Anti Kalare Squad and Talba Empowerment Scheme (TES) but unfortunately these policies achieved limited success especially in eradicating the violent activities perpetrated by the youth. Hence, this paper assessed the factors responsible for the limited success of the two policies. The findings of this paper revealed that the implementation of these policies was marred by political interference influenced by personal interest and political sentiments. The study recommends that a monitoring and evaluation and mediating committees should be set up which will function as mediator among the different Kalare groups to ensure proper implementation of the policies.

Most clients always complain of poor outcomes once they visit government health care facilities. The core of the establishment is poor and not able to help offer the best services the client expects. This is due to small amounts of funds allocated to health care sector by the government comparing to the needs of the citizens of the country (World Health Organization, 2003). This research paper will in deep length explain the problems that health care establishments faces in an effort to provide the best health care services to their clients. The stakeholders of healthcare sector, who are my audience, should ensure they serve their part effectively to ensure a smooth service delivery to their clients under all aspects. The war on poverty is one of the biggest domestic battles that the United States has faced. It is unrealistic to help every family get out of poverty, but it is realistic to decrease the amount of individuals and families in poverty. One reason why poverty is still an issue is because some people become reliant on programs. Some people received assistance from assistance from programs and are given resources and are able support themselves, but some people go from program to program seeking assistance and never get out of poverty. People are born in impoverished neighbors and it is hard to get out of poverty without hard work.
The United States has a poverty rate that stays between 10-15 percent with the poverty rate currently being around the 13 percent area (Tanner and Hughes 2014). Poverty exists all over the world and is especially worse in developing countries, but the United States ranks higher on the list for developed countries for poverty rates (Varghese 2016). The child poverty rate is especially high in the United States compared to other developed nations (Pac et all 2013). The government tried to assist citizens that are affected by poverty by using vouchers and grants (Varghese 2016). Vouchers and grants used to assist people in poverty may be short term or long term. If they are short term then people have to get on their feet relatively quickly.
Where I work we assist homeless veterans with finding housing and assist them for a few months with paying rent. We have many veterans who come to us with a fixed income and one of the only affordable options for them is subsidized housing. The problem with subsidizing though is generally there is a waitlist sometimes between 1-2 years and many subsidized housing units will not take veterans with criminal backgrounds. Unfortunately we receive some of veterans who are just looking for a hand out and will try to go to another program to receive rental assistance when we cannot assist anymore. Many just need a little of assistance to get back on their feet because they do want to be able to support themselves.
There are many programs that assist with decreasing poverty, but the key is to help the person be sustainable by themselves. Programs that just enable people and do not give the public a chance to stand on their own should not be funded (Tanner and Hughes 2014). Programs that do not help people become more self-sufficient contribute to the poverty problem. Programs that assist with education are important because education can help people get better jobs (PADM530). Some people in poverty do not even have a high school diploma, so assisting them with getting a GED makes a big difference regarding jobs that they can apply for.

In this paper, I analysed the main characteristics of the South African Welfare State in terms of inputs and outputs of the key policies usually identified by the literature to be useful to exploit a demographic dividend. In particular, I focused on the state of the labour market, the social assistance policies and the education and healthcare systems. To do this I studied some quantitative indicators of both inputs and outputs and I reported the qualitative analysis of some other articles of these individuals sectors. The conclusion is that, despite some important progress made by the democratic governments, there are many improvements needed to create a consistent and inclusive growth.
The Assessment of Kalare Eradication Policies in Nigeria: A Study of Anti Kal...QUESTJOURNAL
ABSTRACT: Government or public policies are policies that are made at different times and in most cases by different governmental organizations. This can be at the federal, state and at the local levels through which the governments advance and make meaningful economic and human developments. Gombe state government in Eastern Northern Nigeria in its response to the numerous complaints by its citizens over the political violence activities perpetrated by youth groups known as Kalare in the state has formulated two policies with the intention to eradicate these violence activities. These policies include Anti Kalare Squad and Talba Empowerment Scheme (TES) but unfortunately these policies achieved limited success especially in eradicating the violent activities perpetrated by the youth. Hence, this paper assessed the factors responsible for the limited success of the two policies. The findings of this paper revealed that the implementation of these policies was marred by political interference influenced by personal interest and political sentiments. The study recommends that a monitoring and evaluation and mediating committees should be set up which will function as mediator among the different Kalare groups to ensure proper implementation of the policies.

Health services in the country have however been not to the best of their game with several factors affecting their efficiency. Most clients always complain of poor outcomes once they visit government health care facilities. The core of the establishment is poor and not able to help offer the best services the client expects. This is due to small amounts of funds allocated to health care sector by the government comparing to the needs of the citizens of the country (World Health Organization, 2003). This research paper will in deep length explain the problems that health care establishments faces in an effort to provide the best health care services to their clients. The stakeholders of healthcare sector, who are my audience, should ensure they serve their part effectively to ensure a smooth service delivery to their clients under all aspects. The technological, political and socioeconomic factors that pose these problems needs to be addressed and solutions provided to improve the health of the clients.

Part A) A Reaction to Racism in American Literature, Art, and Music In the latter part of the 19th century, "Realism" became the dominant feature in American literature and influenced the Progressive Era writers of the early 20th century. In the years immediately following World War I, a number of American authors of the realist school began to explore race relations. It was the outgrowth of a number of factors including the Great Migration to northern cities and the growing anger over both overt and covert racism. SEMANTIC DIFFERENTIAL: PHENOMENOLOGICAL THEORY
Jim completed ratings of the concepts self, ideal self, father, and mother using the semantic differential (
Chapter 5
), a simple rating scale. Although the semantic differential is not the exact measure recommended by Rogers, its results can be related to Rogerian theory since its procedures have a phenomenological quality and assess perceptions of self and ideal self.
First, consider how Jim perceives his self. Based on the semantic differential, Jim sees himself as intelligent, friendly, sincere, kind, and basically good—as a wise person who is humane and interested in people. At the same time, other ratings suggest that he does not feel free to be expressive and uninhibited. Thus, he rates himself as reserved, introverted, inhibited, tense, moral, and conforming. There is a curious mixture of perceptions: being involved, deep, sensitive, and kind while also being competitive, selfish, and disapproving. The Case of Phineas Gage
One of the best-known clinical cases
involved a dramatic injury to an unfortunate railroad worker, Phineas Gage. One day in 1848, he was working on track construction near Cavendish, Vermont. While Gage was placing an explosive charge, a spark of metal against rock set off the charge, sending a long metal tamping rod flying upwards. The rod entered Gage's head just below the left eye, and exited from the tab of his skull, somewhat forward of left center. Remarkably, Gage survived (though he was blinded in his left eye). Even more remarkably, his behavior changed dramatically. Whereas Gage had previously been likeable and responsible, he became erratic, and given to terrible fits of temper. Sadly, he spent his remaining years wandering around the United States, displaying the hole in his skull and the iron rod which had brought him such grief.
Gage's story has been a source of endless fascination ever since. (His skull, and the iron rod, is still on display in the Harvard Medical School museum.) Given the pathway of the rod through his head, it would seem that the injury extensively damaged the association areas of the left frontal lobe. The behavioral changes, especially in emotionality, have been used as evidence that this region is involved in the expression of emotion. (A view seconded by advocates of

The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. tackle the challenge of lack of decent houses for the low-income
earners. It has gone a long way in enabling more than one
million elderly people and people with disabilities to afford
decent housing. Over two million families with children also
had benefitted from the program by the year 2009 (Van Zandt &
Mhatre, 2013).
The housing voucher program has undergone significant
transformation since its inception in 1974. All the structural
changes were geared towards making the program more
beneficial to the citizens of the United States. In 1974 the
housing and community development act allowed for the
formation of the Section 8 program that included the new and
the existing forms (Van Zandt & Mhatre, 2013). In the current
plan, the subsidies were to be introduced and were managed by
the PHAs. The Housing and Community Development Act of
1987 made the voucher policy in housing subsidies formal.
This, therefore, meant that low income earning families had
choices on where to live as there were no limitations on this
program. In the year 1998, the Voucher Programs and Rental
Certificates were merged and thus Housing choice voucher
programs as from the year 1999. The above changes have taken
place since the policy was implemented (Van Zandt & Mhatre,
2013).
Over time, the modification and the implementation of this
policy has faced several challenges. One of these challenges is
inadequate funds, and thus many low income families cannot
benefit from the plan making them live in slums.
Controversially one of the shortcomings of this policy is that it
has led to increased government spending as federal funds have
to be allocated to the program (Temkin, 2013). This will
decrease the development of other sectors such as education and
healthcare as this is a recurrent expenditure to the state.
Individuals earning less than 80 % of the median income were
supposed to qualify for the vouchers, however, the poorest
6. applicants are the only ones benefiting and thus many applicants
are excluded (Temkin, 2013). This can be attributed to
inadequate funding by the federal government. As a result, there
is a high concentration of poverty in the United States. Low
income earners have limited choices for their houses especially
as they always prefer to stay in areas familiar to them (Temkin,
2013).
Other challenges in the implementation of the voucher
policy include some landlords failing to accept the vouchers.
This phenomenon is common in wealthy neighborhoods as
compared to the poor localities (Temkin, 2013). This has posed
a challenge to low income earners as citizens are forced to stay
in the poorest regions. Discrimination by the landlords also
posed a significant threat in the implementation of the housing
voucher policy. The end result is segregation of the population
into classes, which leads to poverty concentration in particular
areas only and hence dilapidated living standards such as poor
social amenities and poor infrastructure. In addressing the
challenges, more stringent policy has to be put in place so as to
ensure that majority of the population that need the vouchers
are taken care of. Different states should also put in place
measures that allow individuals to live in houses of their choice
without any barriers and restrictions from the landlords. Other
alternative policies to the housing vouchers need to be
developed so as to help reduce the effect of poverty
concentration in particular environs only.

The Government always put several measures in place to ensure
that citizens have decent lives. These measures include various
housing policies that allow the citizens to access decent houses
at affordable prices (Graves, 2015). As a result, it is necessary
to make sure that the cost of housing is manageable and that
houses are available for the citizens. Several changes have been
made to the housing policies so as to enable the low-income
earners access to the apartments at a subsidized cost by the
federal government (Graves, 2015). Among the several housing

about two million low-income earners benefitting from the
program.

housing. The administration of the plan is run by the
Department of Housing and Urban Development (HUD), and the
management of the subsidies is done locally by the
PHAs (Graves, 2015). In these policies, HUDs and PHAs are
responsible for various factors, and among them is the
determining the eligibility of different individuals into this
program (Graves, 2015). After the eligible persons are
identified, it is then necessary to compile the list. The vouchers
are awarded based on the neediest benefiting first. The waiting
list then has to be managed by the PHAs in subsequent financial
years (Graves, 2015)
.
Other responsibilities of PHAs in the implementation of the
policy include approval of units that the beneficiaries can live
in, as well as inspection of the housing and determining the
quality of such houses. The payment of the subsidy is also made
by the PHAs as well as liaising with the landlords in case of any
emergencies in their buildings (Graves, 2015). For the voucher
program to be implemented, several steps are involved. The first
step is a selection of eligible families based on their income.
The
housing units that can qualify to fall under this program
are then identified and inspection on them is done (Graves,
2015). If the houses satisfy all the set standards, they are
approved, and the contract is signed with the homeowners. An
annual i

so as to ensure that they meet set standards.
Policy analysis
The use of rental vouchers has offered several benefits to the
low-income earners as well as to the federal
government (Desmond, 2016)

This program is cheaper per unit as compared to other policies.
For instance, compared to building residential apartments by the
government for the poor, the voucher program is more
affordable (Desmond, 2016)
.
Building new houses is very expensive as they will be costly to
the state.
It also means the poor will be concentrated only in particular
localities and that acts as a form of discrimination as they will
be excluded from the middle and high-income neighborhood.
Management of these funds is also simple
as it only involves single agencies the PHAs. The unit becomes
less costly to manage compared to other programs.
The flexibility of the policy is also another positive effect
of the voucher program. Low-income earners
have the choice to live in places of their choosing without fear
as the program subsidizes the rents (Desmond, 2016)
.
This has enabled the low-income citizens to access various
utilities and thus improving their living standards.
In addition, the well-being of the low-income earners is
improved since the power rates in the country are minimized.
Other vices associated with low-income earners such as robbery
and other forms of crimes are reduced.
Is crime higher or lower in areas where the HCV is accepted?
This, therefore, helps in boosting the security of the United
States (Desmond, 2016)

public houses for long so that they can enjoy the policy. This
will hinder the development of the cities as the investors are

towns (Desmond, 2016)
.
As a result of this, therefore, there is less development taking
place in cities, and hence low standards of housing dominate
over time. Some house owners also tend to make use of the
program as this is an active source of income to them and it
accounts for the larger percentage of the rent.
This, therefore, indicates that the vouchers have not helped to
eliminate the problem, but rather transformed it
(Desmond, 2016).
In this regard, building a better and motivated society, this
policy has to be changed so as to make low-income earners
learn to be more responsible in paying their rent. For instance,
the subsidy can only be emphasized on the physically
challenged and the homeless individuals or migrants. As a
result, the low-income earners will learn to be responsible and
hence improve their living standards
(Desmond, 2016)
