A year after obtaining private equity funding, a global provider of
complex marine and offshore engineering services asked us to
identify why it was taking so long to deliver change across the

Our client considered they had met their obligations and could
readily protect their people whilst travelling, avert risk and
maintain its reputation both internally and externally as a great
place to work. An employee was sent to an unstable country and
in the midst of political changes was faced with a very different
environment to what they had expected.
Political demonstrations eventually forced the need for the
employee to be evacuated at short notice. With no firm plans in
place or resources available they were unable to facilitate the
evacuation.
We were able to evacuate the employee to the nearest safe
location whilst keeping the company and anxious relatives
informed and reassured.
Recognising the real need for company infrastructure to deal with
such emergencies Harnser were able to review existing policies,
identify gaps and provide only the elements our client required.
In this instance we instigated pre-travel briefings, assisted those
responsible for travel plans and worked with the client to identify
triggers to determine whether an employee remains in place or is
evacuated to a safer location in the event of a crisis unfolding. We
were keen to allow the client to pick which elements suited their
business and which ones could really add value.

Harnser Group conducted a Security Risk Assessment for a large
international airport, following an increased threat to aviation in
the country of operation. The client required a more detailed
understanding of their risk profile before committing to additional
investment in protection measures.
Using their experience of the sector, our team produced a
detailed threat profile including an assessment of capability,
intent and likely methods of attack. Together with a process
analysis of airport operations, this profile informed a systematic
vulnerability assessment and business impact analysis.
The results of the SRA were used as the basis for a targeted
security enhancement programme. Individual risk scores for each
threat scenario were used to determine protection
objectives and levels of priority.
Some immediate investment in security was necessary to reduce
certain risks to an acceptable level. However, many of the required
enhancements were procedural, whilst others could be
implemented over the medium to long term and integrated into
planned development.
The airport operator was left with the ability to effectively respond
to the changing threat environment, whilst spreading additional
expenditure over a number of years to minimise the
financial impact.

This seamless integration of security and design is dependent on
a close working relationship with architects and engineers right
from the concept stage. By combining Secure Environmental
Design techniques with our proven Vulnerable Point Protection
methodology, our unique integrated approach covers the full
spectrum of security risks. That includes the most demanding civil
environments, where neither freedom of movement nor aesthetic
appeal can be compromised.
For some projects, the focus will be on the creation of a
defensible space through the implementation of clear boundaries,
effective lighting and appropriate signage. For others, building
integrity, blast mitigation or the strategic positioning of parking
areas, loading docks and server rooms will be key. Needless to

An upstream oil and gas operator engaged Harnser Group to
provide security master planning for a new permanent camp and
operations centre. The challenge was clear: To provide an
environment that could meet security challenges over a 25 year
lifetime, whilst minimising impact on the 1,000 employees who
would be living there.
Following a comprehensive risk assessment and analysis of
stakeholder requirements, Harnser Group worked closely with the
architects to achieve a subtle integration of security measures into
the design concept.
A key requirement was to protect against vehicle-borne attack.
Drawing on previous research and development work conducted
for the UK government, Harnser Group revised the layout of
approach roads to limit angle and speed of vehicle attack and
utilised landscaping to enforce minimum stand-off distances. As
a result the requirement for crash-proof vehicle barriers and blast
resistant buildings was greatly reduced.
To further enhance the protection of employees, Harnser Group
integrated various hardening measures into the structure of the
existing dining and recreation hall to create a dual-use Safehaven.
For a small cost this provided an invacuation option for cases
where safe evacuation from the site may not be possible.
Harnser Group also worked with operational planners to optimise
the site’s layout to support an effective access/exit control
strategy. Key buildings were relocated to the centre for additional
protection, whilst vulnerable facilities requiring 3rd party access –
such as loading docks, mail rooms and waste disposal areas –
were segregated from critical assets and provided with separate
access routes that could be effectively controlled.
The end result was a high security environment delivered
with minimal financial and operational impact, and long-term
cost-efficiency.

Performance Specification
With years of experience working on national infrastructure
research and development programmes, Harnser Group has
developed a range of performance criteria for effective security
systems. As well as making certain that systems deliver a
specific function within the broader security strategy, these
criteria also allow standards of installation and maintenance to be
objectively measured.
A national electricity operator appointed Harnser Group to design
integrated security systems to protect a new transmission
infrastructure that would support the growth of the capital city.
Designated as part of the country’s Critical National Infrastructure,
it was essential that our solution met the highest possible
standards.
Following extensive consultation with the client and various
government stakeholders, we used our knowledge of process
vulnerabilities within the electricity sector to draw up detailed
Protection Objectives to be used as the basis for design.
The subsequent solution combined target hardening measures
including perimeter protection, attack resistant structures, security
glazing and doors, with integrated electronic systems such as
CCTV, access control, intruder detection, fibre optic
transmission and security management systems. With a
potentially high local threat level, we also implemented a hostile
vehicle mitigation strategy, including crash-proof barriers,
hardened street furniture, landscaping and changes to road
layouts.
The final integrated security systems design was embedded into
a detailed performance specification that formed the basis for the
subsequent tender documentation. This later allowed Harnser
Group to verify the standards of installation and provide a high
level of confidence that the risks associated with key process
failures had been effectively mitigated.

By establishing a set of measurable parameters for each
component of the project, quality and performance can be
assessed at every stage of the delivery cycle. Although these
parameters will ideally be defined as part of our Integrated
Security System Design Services, we can also overlay key
deliverables into existing project frameworks supplied by a third
party.
A robust set of quality assurance (QA) measurements at key
stages of the process are also vital to ensuring the project meets
the technical demands of your original specification. Together with
regular monitoring and reviews, strong QA minimises remedial
work and costly delays. As an expert in integrated security

contractors and installation standards.
Before signing-off any project, we conduct independent Site
Acceptance Tests. These tests are designed to confirm that the
project has been delivered to the required standards. Only when
the measures are proven to effectively integrate with other
procedures, processes and resources, and provide the expected
level of protection, will we give the green light.
Having provided design services for a major security
enhancement programme, Harnser Group was engaged to
manage delivery and oversight of the project, ensuring that
technical implementation met the required standards. Harnser
Group formed a joint project team with the client to bring
together the necessary expertise and provide effective
co-ordination, access and oversight. A QA framework, linked to
contractual milestones, was then agreed to guarantee the
accountability of the main security contractor.
Our ongoing monitoring of the installation made sure
contractors conducted work in accordance with international
standards and best practice. This was supported by technical QA
assessments at each key stage, beyond which the
contractors could not progress without our go-ahead. This
allowed us to quickly resolve any diversions from the original
performance specification.
During the independent Site Acceptance Testing phase, it
became apparent that although the security systems had been
installed to the required standard, they had not been correctly
configured. This resulted in a reduction of the detection and
verification capability. By demonstrating this to the contractor
through objective testing reports, Harnser Group made sure they
accepted full responsibility and re-configured the system at no
additional cost.

Our methodology evaluates security system performance in an
objective and repeatable manner, whilst replicating real-life

system components function both independently and as an
integrated security solution, which provides three distinct

Acceptance
Independent performance testing by Harnser Group will provide
an objective evaluation of the standard of security installation, as
well as its conformity to your original specification. This allows any
anomalies to be identified prior to project sign-off, and ensures
the security contractor takes full responsibility for correcting them.
Capability
The link between a security system’s technical capability and the
procedures/people which define their operation can significantly
impact on performance. Realistic, scenario-based testing
identifies - and often resolves - any discrepancies between
theoretical and real-life system capability, whilst also assessing
your residual vulnerability to a range of defined threat scenarios.
Audit
Performance testing also provides quantitative data on a number
of key areas. This allows your security to be monitored throughout
the system’s operational lifecycle, highlights maintenance or
replacement issues, and makes sure your assets remain
protected at all times.
A governmental energy agency asked Harnser Group to
independently evaluate how an energy distribution operator was
interpreting regulatory guidelines in protecting critical energy
infrastructure.
The operator in question had engaged a security installation
company to deliver an integrated system, without setting
accurate design criteria for the required measures. Our
performance testing highlighted a serious gap between the
client’s original objectives and the level of capability actually
provided by the multi-million dollar investment. Harnser Group
used quantitative data to evidence these issues and subsequently
developed recommendations to resolve them. We then brokered
a crucial agreement between the operator and contractor as to
who would take responsibility for each of the improvements (the
operator took on additional costs associated with design
modifications, whilst the installer accepted responsibility for many
of the technical shortcomings).
In response to the findings of the performance testing conducted
by our team, the government agency has reviewed its Critical
Infrastructure Protection programme, implementing a more
accurate set of guiding principles to ensure that future installations
will meet their strategic requirements in a cost-effective manner.

VBIEDs have quickly become established as a very effective
weapon of choice in the terrorist arsenal. The use of vehicles
allows for a large quantity of explosives to be carried to the target
with the capability to demolish not only outer perimeter defenses,
but also then detonate adjacent people, buildings and critical
infrastructure causing serious and potentially life-threatening
damage. The amount and type of explosive available and the size
of the vehicle used in a VBIED is the single limiting factor on the
potential impact such a device can have.
We have a team with many years of experience in the planning of
robust VBIED mitigation measures acquired from both the UK
military and civilian sectors. This balance is important because we
understand the commercial realities that impact upon the
investment choices around security enhancement and therefore
ensure that we recommend risk mitigation strategies that are right
for your business.
Each project is allocated an experienced Security Advisor to allow
direct input as well as remote assistance when required. Our
expertise in the key areas of VBIED threat mitigation forms the
basis of our holistic security design strategy: Security Risk
Assessment, Vehicle Approach Speeds & Kinetic Energy Study
and advice on applicable Physical Protection Technologies. All
work together to ensure that the risk is understood, identified,
assessed and monitored.
A major gas operator engaged our team to conduct a VBIED
mitigation study at one of their high profile facilities in
Continental Europe. The scope of the project was clear; to provide
advice on how best the Client could protect their operationally
critical infrastructures from the threat of a VBIED and upon
completion of a comprehensive risk assessment, a number of
areas were found to be extremely vulnerable to attack from
VBIEDs.
A key requirement in the planning of effective mitigation defenses
is the analysis of local road infrastructures to indicate accurate
approach speeds, radii of potential attack paths and the kinetic
energies of various vehicle weights attempting to breach the
perimeter fence line.
A detailed diagram of the perimeter fence line and external road
infrastructure was completed using an unparalleled and
innovative process: GPS and laser surveying equipment was used
to plot both the fence line and local roads accurate to 10mm,
coupled with a mathematical analysis of the road infrastructure,
allowed our Security Advisors to formulate an extremely accurate
attack profile of the vulnerable areas within the facility.
The combination of all the collated information allowed the Client
to engage with confidence vehicle mitigation technology providers
in order that the most pragmatic and cost-effective physical
security measures could be sourced. Our Security Advisors are
always available during both the procurement and installation
phases to ensure that the Client is getting a product that is fit for
purpose and all site evaluation testing is done to the Clients’
satisfaction. This quality assurance and performance testing role
is a core activity for the Company.
The end result is a high security environment which allows the
Client a degree of confidence that should they be the focus of a
VBIED attack, there should be minimal financial and operational
impact to their business. This has also had a financial benefit on
the cost of their insurance cover for the site.

Exercises
Scenario-based exercises provide a realistic measure of your
capability, embedding emergency response experience and

implement an exercise programme, as well as assist you in
developing relationships with external authorities to ensure
compatibility with their response mechanisms.
An international gas company with assets in two countries
engaged Harnser Group to develop and test its emergency
response capability. The client needed assurance that
appropriate mechanisms were in place to mitigate a range of
potential security risks, thereby protecting its investment,
fulfilling regulatory responsibilities, and ensuring resilience within
the regional energy supply network.
Working in close collaboration with the client, government
stakeholders and various emergency response agencies, Harnser
Group developed a full suite of response plans. The strategy was
then implemented through training courses, a series of exercises
and finally a comprehensive multi-agency exercise. By necessity,
these plans incorporated the methodologies and response
apparatus of multiple countries dependent upon the supply route.
Amongst other things the exercises highlighted a need for trained
emergency responders - particularly armed police and bomb
disposal teams – able to operate safely within hazardous gas
environments. As a consequence, a working group was set up to
develop modified operating procedures, before a series of suc-
cessful cross border exercises were conducted to test regional
response capability.

We have recognised that not all employees are willing to ask for assistance and view travel as a mere extension to their daily office routine. It is of course the responsibility of the employer to provide that support and aid preparation to ensure their safety. Our client considered they had met their obligations and could readily protect their people whilst travelling, avert risk and maintain its reputation both internally and externally as a great place to work. An employee was sent to an unstable country and in the midst of political changes was faced with a very different environment to what they had expected. Political demonstrations eventually forced the need for the employee to be evacuated at short notice. With no firm plans in place or resources available they were unable to facilitate the evacuation. We were able to evacuate the employee to the nearest safe location whilst keeping the company and anxious relatives informed and reassured. Recognising the real need for company infrastructure to deal with such emergencies Harnser were able to review existing policies, identify gaps and provide only the elements our client required. In this instance we instigated pre-travel briefings, assisted those responsible for travel plans and worked with the client to identify triggers to determine whether an employee remains in place or is evacuated to a safer location in the event of a crisis unfolding. We were keen to allow the client to pick which elements suited their business and which ones could really add value. Harnser Group conducted a Security Risk Assessment for a large international airport, following an increased threat to aviation in the country of operation. The client required a more detailed understanding of their risk profile before committing to additional investment in protection measures. Using their experience of the sector, our team produced a detailed threat profile including an assessment of capability, intent and likely methods of attack. Together with a process analysis of airport operations, this profile informed a systematic vulnerability assessment and business impact analysis. The results of the SRA were used as the basis for a targeted security enhancement programme. Individual risk scores for each threat scenario were used to determine protection objectives and levels of priority. Some immediate investment in security was necessary to reduce certain risks to an acceptable level. However, many of the required enhancements were procedural, whilst others could be implemented over the medium to long term and integrated into planned development. The airport operator was left with the ability to effectively respond to the changing threat environment, whilst spreading additional expenditure over a number of years to minimise the financial impact. A key requirement was to protect against vehicle-borne attack. Drawing on previous research and development work conducted for the UK government, Harnser Group revised the layout of approach roads to limit angle and speed of vehicle attack and utilised landscaping to enforce minimum stand-off distances. As a result the requirement for crash-proof vehicle barriers and blast resistant buildings was greatly reduced. To further enhance the protection of employees, Harnser Group integrated various hardening measures into the structure of the existing dining and recreation hall to create a dual-use Safehaven. For a small cost this provided an invacuation option for cases where safe evacuation from the site may not be possible. Harnser Group also worked with operational planners to optimise the site’s layout to support an effective access/exit control strategy. Key buildings were relocated to the centre for additional protection, whilst vulnerable facilities requiring 3rd party access – such as loading docks, mail rooms and waste disposal areas – were segregated from critical assets and provided with separate access routes that could be effectively controlled.   • 10. VBIEDs have quickly become established as a very effective weapon of choice in the terrorist arsenal. The use of vehicles allows for a large quantity of explosives to be carried to the target with the capability to demolish not only outer perimeter defenses, but also then detonate adjacent people, buildings and critical infrastructure causing serious and potentially life-threatening damage. The amount and type of explosive available and the size of the vehicle used in a VBIED is the single limiting factor on the potential impact such a device can have. We have a team with many years of experience in the planning of robust VBIED mitigation measures acquired from both the UK military and civilian sectors. The scope of the project was clear; to provide advice on how best the Client could protect their operationally critical infrastructures from the threat of a VBIED and upon completion of a comprehensive risk assessment, a number of areas were found to be extremely vulnerable to attack from VBIEDs. A key requirement in the planning of effective mitigation defenses is the analysis of local road infrastructures to indicate accurate approach speeds, radii of potential attack paths and the kinetic energies of various vehicle weights attempting to breach the perimeter fence line. A detailed diagram of the perimeter fence line and external road infrastructure was completed using an unparalleled and innovative process: GPS and laser surveying equipment was used to plot both the fence line and local roads accurate to 10mm, coupled with a mathematical analysis of the road infrastructure, allowed our Security Advisors to formulate an extremely accurate attack profile of the vulnerable areas within the facility. The combination of all the collated information allowed the Client to engage with confidence vehicle mitigation technology providers in order that the most pragmatic and cost-effective physical security measures could be sourced. Our Security Advisors are always available during both the procurement and installation phases to ensure that the Client is getting a product that is fit for purpose and all site evaluation testing is done to the Clients’ satisfaction.
