This report assesses how uptake of Cornwall's Community Improvement Plan (CIP) programs can be improved in the Le Village area to help stimulate regeneration. Interviews with property owners and commercial tenants found that the major barriers to using the CIP programs were a lack of awareness, funding, and intimidation by bureaucratic elements. Many interviewees expressed interest in future projects and using the programs. The report makes 12 recommendations to improve CIP uptake in Le Village, including establishing regular communication with property owners, providing design concepts and cost estimates to owners, and allowing residential improvements through the CIP programs.

Triangular Co‐operation and Aid Effectiveness Talita Yamashiro Fordelone1 Abstract Can triangular co‐operation make aid more effective? Judging by recent international declarations, governments think it can. They say that better results can be achieved when Southern partners and “traditional” donors (i.e. members of the OECD Development Assistance Committee – DAC) join forces through triangular co‐operation. Two examples: first, Brazil, Canada and Norway working together in Haiti; second, South Africa and Canada collaborating with Burundi, Rwanda and Southern Sudan. This paper addresses four questions: • What is triangular co‐operation, which countries are involved, and why? • What are the claimed benefits of triangular co‐operation vis‐à‐vis bilateral co‐operation? • What are the challenges in rendering triangular co‐operation effective? • How can the benefits of triangular co‐operation be achieved and its challenges overcome? The paper concludes that triangular co‐operation may achieve good results when: • Beneficiary countries own and participate actively in projects/programmes, helping to adapt them to local realities; • Programmes/projects are aligned with beneficiary countries’ development priorities; • Partners divide responsibilities so as to make the best use of their comparative advantages. Whether triangular co‐operation is cost‐effective remains unclear. Even if services and technologies provided by developing countries may be less expensive, triangular co‐operation may imply higher transaction costs. 1 The author is a consultant in the OECD Development Co-operation Directorate.

Tiện nghi nhiệt đánh giá mức độ hài lòng của cơ thể con người đối với môi trường nhiệt xung quanh. Vấn đề đặt ra là làm thế nào để đảm bảo điều kiện tiện nghi nhiệt và nên sử dụng phương pháp nào để đánh giá điều kiện tiện nghi nhiệt trong công trình (cho cả công trình có hệ thống điều hòa không khí và công trình tận dụng thông gió tự nhiên). Buổi chia sẻ sẽ đi sâu vào vấn đề nêu trên và đồng thời nêu lên sự khác nhau giữa các phương pháp đánh giá tiện nghi nhiệt của Mỹ, Châu Âu và so sánh với điều kiện khí hậu tại Việt Nam.
Khóa đào tạo sẽ cung cấp kiến thức tổng quan về thiết kế tận dụng chiếu sáng tự nhiên cũng như ứng dụng công cụ mô phỏng trong phân tích và tính toán.
Nếu được thiết kế hợp lý, chiếu sáng tự nhiên có thể giúp tiết kiệm đáng kể năng lượng tiêu thụ bằng cách giảm năng lượng dùng cho chiếu sáng nhân tạo và ánh sáng đèn. Ngoài ra, ánh sáng tự nhiên còn giúp cải thiện sức khỏe và nâng cao năng suất làm việc của con người bên trong công trình bằng cách kết nối họ với điều kiện tự nhiên bên ngoài.

Khóa đào tạo sẽ cung cấp kiến thức tổng quan về thiết kế thông gió tự nhiên và ứng dụng phân tích CFD trong mô phỏng thông gió công trình.
Thông gió tự nhiên giúp cải thiện chất lượng không khí và tiện nghi nhiệt bên trong công trình mà không cần hoặc hạn chế sử dụng đến hệ thống thông gió cơ khí, do đó giúp giảm năng lượng tiêu thụ. Thông gió tự nhiên thường là một giải pháp thiết yếu trong các công trình công nghiệp, nơi thường có kích thước lớn với mật độ sinh nhiệt cao, tạo ra chất gây ô nhiễm trong quá trình hoạt động và đòi hỏi một mức tiêu thụ năng lượng rất lớn nếu như sử dụng hệ thống thông gió cơ khí.
Đồng thời, với sự phát triển của máy tính và các phần mềm mô phỏng, phân tích động lực học chất lưu, viết tắt là CFD (là một phương pháp được sử dụng để mô hình hóa ứng xử của dòng chất lưu) đã được áp dụng ngày càng phổ biến trong thiết kế công trình. CFD thường được sử dụng để tính toán, phân tích và thể hiện một cách trực quan sự di chuyển của các dòng khí, sự phân bố nhiệt độ và mức độ phân tán các chất ô nhiễm trong không gian, từ đó cho phép kỹ sư tính toán chính xác hơn, trình bày kết quả một cách thuyết phục hơn và dễ dàng kiểm tra, so sánh mức độ hiệu quả của các phương án thiết kế đưa ra.
Dưới đây là một vài ví dụ điển hình về tính cần thiết của tư vấn thông gió tự nhiên và phân tích CFD:

Thiết kế và xây dựng công trình xanh, về bản chất, là một quá trình tối ưu hóa: tối ưu hóa nguồn lực, nguồn ngân sách, nguồn tài nguyên thiên nhiên, để đạt được những kết quả tối ưu về hiệu năng, chất lượng không gian sống và bảo vệ môi trường tự nhiên. Tuy nhiên, khi quá trình tối ưu hóa, nếu có, diễn ra một cách biệt lập ở từng hệ thống riêng biệt, thì sẽ vướng phải thách thức về ngân sách: muốn hiệu năng càng cao, thì chi phí đầu tư càng cao. Điều này đúng cho dù bạn muốn nâng cao hiệu năng của hệ thống HVAC, hệ thống chiếu sáng, khả năng cách nhiệt của vật liệu… Để vượt qua thách thức này, quá trình tối ưu hóa phải được tích hợp ngay từ đầu của quá trình lên ý tưởng và thiết kế sơ bộ, thiết kế cơ sở. Điều đó dẫn đến yêu cầu trao đổi thông tin và phối hợp chặt chẽ ngay từ giai đoạn đầu của quá trình thiết kế giữa KTS với các kỹ sư, thậm chí nếu có điều kiện, giữa đội thiết kế và nhà thầu, giữa đội dự án và đơn vị dự kiến vận hành, quản lý công trình …
Như vậy để đạt được mục tiêu về hiệu năng và ngân sách cho công trình xanh, quá trình quản lý dự án và phối hợp, làm việc giữa các thành viên đội dự án sẽ ít nhiều cần có sự thay đổi so với cách làm “đường một chiều” truyền thống.
