Respected Member;
As all of us aware that more than 15 states have
been ratified GST Bill in respective assembly,
here we provide current status of GST Bill:
Till now 16 states have ratified the GST
Constitutional Amendment Bill (GST Bill) after it
was passed in the Monsoon Session on 8th august
2016. Next Step, assent by President of India.
Let’s take a stock of which all states have ratified
the GST Bill and where are the remaining states
in terms of ratifying the GST Bill.
1. Assam, 2. Bihar, 3. Jharkhand,4. Himachal
Pradesh,5. Chhattisgarh,6. Gujarat,7. Madhya
Pradesh, 8. Delhi,9. Nagaland,10.
Mahrashtra,11. Haryana,12. Telangana,13.
Mizoram,14. Sikkim 15. Goa, 16. Odisha
So now the question arises before us is Are We
ready to face to GST and Working towards that
direction, since the target GST rollout date is 1st
April 2017.
Here we are proving roadmap to GST and Status of its implementation
by Government and other respective authorities;
1) Establishment of Legal Framework:
On 8th of August 2016, Constitution
Amendment Bill from has been passed
by the parliament and as on 1st
September 2016 it has been ratified by
more than 16 states, so the next step is
Presidential Assent of Constitution
Amendment and notification in official
Gazette. Further cabinet will approve
for formation of GST Council which will
make several recommendations on
Model GST Law, after imparting those
recommendations centre will approve
CGST and IGST laws and All state will
approve SGST Laws in Winter Session
and accordingly notify GST Rules.
“Now the question arises whether our government technically equipped or not to
take care of DATAGIRI Management for All assesse and providing them sufficient
technical support”
So the answer is YES, government is proactively working towards that
and here we provide brief about those;

Now we must be eager to know How GSTN is working towards developing IT infrastructure for
Model GST Law,
GSTN divided whole process in two parts;
Frontend Processes: Common modules for registration, returns and payments being developed
by GSTN.
Backend Processes: Modules for backend processes of tax authorities such as processing
registration/returns, assessments, audit, appeals, etc.

“Well now you must be eager to know that how CBEC and Various state
taxing authorities will manage those changes and whether employees
working under these departments will be able to accept those changes
and also whether they are technically equipped to accept those
changes”
So the answer is affirmative, and different authorities giving their best
to train their officials and staff, here we incorporate those details;
3) Training on GST Laws of Officials and
Staff: More than 60,000 officials of
Centre and State Governments to be
trained on GST laws and IT framework
and here is the implementation
schedule;

4) Major challenges:
a) Calculation of Revenue Base
of Centre and States, along
with compensation
requirements for state,
b) GST Rates structure,
c) List of Exemptions,
deduction, valuation.
5) Process for Registration Under GST Law:
For Existing Dealer New dealers
No fresh registration needed for existing
dealers. Existing VAT/Service tax/Central
Excise dealer data to be migrated to GST
system.
Single application to be filed online for
registration under Goods & Services Tax
(GST), which will be PAN based and within
3 days of application each dealer to be
given unique GSTIN id.

Next Step, assent by President of India. Let’s take a stock of which all states have ratified the GST Bill and where are the remaining states in terms of ratifying the GST Bill. 1. Assam, 2. Odisha So now the question arises before us is Are We ready to face to GST and Working towards that direction, since the target GST rollout date is 1st April 2017. Here we are proving roadmap to GST and Status of its implementation by Government and other respective authorities; 1) Establishment of Legal Framework: On 8th of August 2016, Constitution Amendment Bill from has been passed by the parliament and as on 1st September 2016 it has been ratified by more than 16 states, so the next step is Presidential Assent of Constitution Amendment and notification in official Gazette. Further cabinet will approve for formation of GST Council which will make several recommendations on Model GST Law, after imparting those recommendations centre will approve CGST and IGST laws and All state will approve SGST Laws in Winter Session and accordingly notify GST Rules. “Now the question arises whether our government technically equipped or not to take care of DATAGIRI Management for All assesse and providing them sufficient technical support” So the answer is YES, government is proactively working towards that and here we provide brief about those;

Backend Processes: Modules for backend processes of tax authorities such as processing registration/returns, assessments, audit, appeals, etc. Plans Implementation Period Development of GST Frontend and Backend for 17 States by GSTN: End of December 2016 CBEC’s Backend systems End November 2016 Backend systems of 14 States End November 2016 Backend systems of Pr. CCA, Banks, RBI & State accounting authorities End November 2016 Testing and integration of GST Frontend and backend of all stakeholders Jan – March 2017 “Well now you must be eager to know that how CBEC and Various state taxing authorities will manage those changes and whether employees working under these departments will be able to accept those changes and also whether they are technically equipped to accept those changes” So the answer is affirmative, and different authorities giving their best to train their officials and staff, here we incorporate those details; 3) Training on GST Laws of Officials and Staff: More than 60,000 officials of Centre and State Governments to be trained on GST laws and IT framework and here is the implementation schedule; Phase Trainees Status 1 Source Trainer’s workshop (25 officers) Completed 2 Master Trainer Sessions (350 officers) Completed 3 Trainer Sessions (1000 officers) Till October 2016 4 Last leg training sessions (60,000 officers) End December 2016 5 Training on GST IT systems: December 2016 – March 2017 6 Outreach and sensitisation for trade and industry To be completed by March 2017

THE ROADMAP TO GST Page 4 of 4 4) Major challenges: a) Calculation of Revenue Base of Centre and States, along with compensation requirements for state, b) GST Rates structure, c) List of Exemptions, deduction, valuation. 5) Process for Registration Under GST Law: For Existing Dealer New dealers No fresh registration needed for existing dealers. Existing VAT/Service tax/Central Excise dealer data to be migrated to GST system. Single application to be filed online for registration under Goods & Services Tax (GST), which will be PAN based and within 3 days of application each dealer to be given unique GSTIN id.
