Embed monitoring and evaluation
in the management practices of
MDAs and LGs
Class Group Task:-
Explain/ Narrate the M&E practices of the structures
below as outlined in the National M&E Policy. Focus
on Current practices in support of policy Objectives.
(i) OPM
(ii) NPA
(iii) Ministry of Finance
(iv) UBOS
(v) CBOS

Brief Narrative:-
The office of the Prime Minister is responsible for monitoring and
evaluation of the implementation of Government policies,
programmes and projects across Ministries, Departments and
other public institutions.
Objectives of the OPM:
The primary function of the Department is to monitor & evaluate
government policies and programs across Ministries,
Departments and Agencies (MDAs) through majorly coordinating
monitoring and evaluation of initiatives in public sector by
providing mechanisms which align the existing Monitoring and
Evaluation initiatives with Identified data and information.

The Practices:-
1. Strategic Coordination, Monitoring
and Evaluation
(a) OPM ensures a coordinated approach to the
implementation of all Government policies and
programmes including the M&E policy. The
coordination function at OPM embraces multi-
stakeholder engagement and the multi-sectoral
approach to delivery in line with the “whole
of government approach”. Implementation
bottlenecks and crosscutting issues are
resolved and managed through these
coordination platforms.

(b) OPM also coordinates Government engagement
with development partners including the UN,
to ensure that they are aligned to national
priorities such as accountability and
transparency as enshrined in the 2030
Agenda, the National Development Plans, Vision
2040 and the M&E Policy. The coordination of
Government to deliver on the United
Nations Sustainable Development Goals
Agenda is done under this arrangement through
the SDG Secretariat.

(c) OPM assesses the performance of Government
programmes to ensure efficient service delivery.
Reports such as the Government Annual
Performance Reports of all MDAs and Local
Governments and conduct of the Baraza
community driven feedback programs is done
under this role.

(d) The Prime Minister’s Delivery Unit,
PMDU, provides catalytic interventions
in the service delivery chains of key
government priorities to quickly
unblock bottlenecks and ensure real
time progress reporting.

Through the Comprehensive Refugee Response Framework, OPM
coordinates the interventions of key actors involved in refugee
response to ensure coherence and maximum impact and benefit
to refugees and host communities as an evaluation Criteria of
the M&E Policy. This as seen in the 70% - 30% policy and closely
looked at this to ensure effective Monitoring and Evaluation
policy on ground.

(b) OPM also coordinates Government engagement with development partners including the UN, to ensure that they are aligned to national priorities such as accountability and transparency as enshrined in the 2030 Agenda, the National Development Plans, Vision 2040 and the M&E Policy. The coordination of Government to deliver on the United Nations Sustainable Development Goals Agenda is done under this arrangement through the SDG Secretariat. 5
  • 6. (c) OPM assesses the performance of Government programmes to ensure efficient service delivery. Reports such as the Government Annual Performance Reports of all MDAs and Local Governments and conduct of the Baraza community driven feedback programs is done under this role. 6
  • 7. (d) The Prime Minister’s Delivery Unit, PMDU, provides catalytic interventions in the service delivery chains of key government priorities to quickly unblock bottlenecks and ensure real time progress reporting. 7

Through the Comprehensive Refugee Response Framework, OPM coordinates the interventions of key actors involved in refugee response to ensure coherence and maximum impact and benefit to refugees and host communities as an evaluation Criteria of the M&E Policy.
