GRIEVANCE PROCEDURE
• A grievance is the feeling of dissatisfaction
among the employees, working in an
organization.
• In other words a grievance is a dissatisfaction
or discontent expressed by employees and
brought to the notice of management.
Definition
• In the words of Dale S. Beach “Grievance is
any dis-satisfaction or feeling of injustice in
connection with one's employment situation
that is brought to the attention of
management. "
Grievance Handling Procedure
The Model Grievance Procedure-
• Step-I- An aggrieved employee will first
present his grievance verbally (orally) in
person to the officer designated by the
management for this purpose.
• An answer shall be given within 48 hours of
the presentation of the complaint.
• Step-II- If the employee is not satisfied with
the answer of the officer designated, he can
present his grievance to the head of the
department designed by the management for
the purpose of handling grievances. The
department head shall give his answer within
3 days of the presentation of grievance.
• Step-III- If the employee is not satisfied with
the answer of the head of the department,
the aggrieved worker may request for the
forwarding of grievance to the grievance
committee which shall make its
recommendations to the manager within 7
days of the worker's request.
• Step-IV- If the aggrieved person still not
satisfied he has the right appeal to
management for revision.
• Step-V- If no agreement is possible the union
and the management may refer the grievance
to voluntary arbitration within a week of the
receipt by the workers of the management's
decision.
A unit level works grievance procedure at
TISCO (stages) {An Example}
Stage 1: the worker fills in a grievance form &
submits the same to the shift in charge for
information & consideration.
Stage 2: if he is not satisfied with the decision
goes to the dept. head for the settlement.
Stage 3: if still dissatisfied, forwards it to the
chairman of zonal works committee.
• Stage 4: if the decision is not accepted by the
employee, the grievance is, then forwarded to
the central works committee. This committee
consists of representatives of top mgt. & union
officials.
• Stage 5: if this committee also does not reach to a
unanimous decision, the matter is referred to the
chairman of the co.
• The decision here is final & binding on both the
parties.
