Green Columbus Fund Overview •  $1 million reimbursement Grant Program •  First Program Year Oct. 2010 through Sept. 2011 •  Open Application Cycle 2
Green Columbus Fund Overview •  Targets private & non-profit sectors •  Priority for developed area •  Two main components: LEED Certified Buildings Brownfield redevelopment 3
Minimum Requirements for Reimbursement of LEED  Certification Fee •  Certified or above under LEED 2009 New   Construction and Major Renovation •  Meet at least 8 of 12 criteria selected by City •  Considering Commercial Interior or Core and Shell 4
To Qualify for Additional Incentives •  Location in developed area  +100% •  LEED Silver, Gold or Platinum   +50%, 100% or 150% •  9, 10, 11 or 12 of key Columbus criteria +25%, 50%, 75% or 100% •  Cannot exceed +200% or triple the certification fee  5
Strengths of this approach •  Builds on most vetted program of the    US Green Building Council •  Support of Central Ohio GBC Chapter •  Does not require ramping up City bureaucracy •  Supports economic development &    environmental goals 6
Brownfield Redevelopment funds available for •  Phase I & II Environmental Assessments •  Phase II Physical Environmental Assessments   for abandoned gas stations •  Portion of land acquisition costs  •  Will not pay for direct remediation costs –    defer to State 7

Mechanics of Green Columbus Fund Program •  Submit either of the two applications •  Negotiate development agreement •  City Council authorization •  Performance based reimbursement 9
Green Switch Loan Fund •  A revolving loan fund to improve energy   efficiency in commercial & industrial buildings •  $1,000,000 grant from the U.S.    Department of Energy  •  Loan amounts of up to $200,000 are available   for gap financing of energy efficiency    construction/renovation projects •  Investment: 75% energy efficiency fund,   25% equity/other funding sources 10
Green Switch Loan Fund Loan Terms •  2% to 5% interest (based on financial ability) •  10 to 15 year term •  Up to 50% loan forgiveness upon completion   of construction and job creation   (up to 50% loan forgiveness is offered because   of increased costs associated with Davis-Bacon   prevailing wage requirements) 11
