What is the main function of this branch?

    Answer: To Make Laws
 Laws that will improve the nation

Think of a law that effects you
• Bicycle Helmet safety law
• Motor vehicle laws: Bus
  Driver must have a
  license
• All states must provide
  public education to at
  least age 16
• It is a criminal felony to
  harm a child
• Kids may not drive under
  a certain age (varies by
  state)
How a Bill Becomes a Law
   THE STEPS
• 1st A bill can be
  written by a person or
  group along with a
  member of Congress
• 2nd A bill must be
  introduced by a
  member of congress.
WHATS NEXT?
  • 3rd - The Bill is then sent to the appropriate
    committee for discussion.

4th step: The committee
holds public hearings and
people are allowed to state
their oopinions.
How a Bill Becomes a Law
• 5th - Committee then
  debates and votes.
• 6th - If the bill passes
  in committee it moves
  on to the full house
  vote.
AFTER A BILL PASSES ONE
      HOUSE IT GOES TO THE NEXT

The process begins
all over again in the
new house.
1st - Introduction
2nd - Sent to Committee
3rd - Public Hearings
4th - Committee Debate
and Vote
5th - Full Senate vote
Conference Meetings
     If the Bill differs the two Houses hold a
   Congressional Conference Meeting




At this meeting a compromise bill is arranged
and sent back to both houses for final approval.
Leadership Signatures
 If the bill passes in both houses it is signed by the by the
leaders of both houses

Presidents Options
         • If the President signs
           the bill then it
           becomes a law
Rejection
If the President refuses to sign the bill
   this becomes known as a VETO
Is the power of a veto fair?
• Should one person be able to stop a potential good
  law from becoming a law?


• What should Congress be able to
  do to stop a veto?
Checks and Balances
• The Founding Fathers
  placed safe guards in the
  Constitution such as
  Checks and Balances for
  each of the three
  branches of government.
• This prevent any one
  branch from becoming too
  powerful.
• The system of Checks
  and Balances has
  successfully allowed each
  branch of government to
  maintain equal power

  • 27. How a Bill Becomes a Law THE STEPS • 1st A bill can be written by a person or group along with a member of Congress • 2nd A bill must be introduced by a member of congress.
  • 28. WHATS NEXT? • 3rd - The Bill is then sent to the appropriate committee for discussion. 4th step: The committee holds public hearings and people are allowed to state their oopinions.
