The potential impact on human health if a strain was successfully developed and dispersed requires an enormous public health response, so limiting access to biological weapons information should be more closely examined.

He held faculty positions focusing on flow cytometry and was director of several core flow cytometry laboratories. ABSTRACT
Recent advances in technology have significantly improved the accuracy of
genetic testing and analysis, and substantially reduced its cost, resulting in a
dramaticincreaseintheamountofgeneticinformationgenerated,analysed,
shared, and stored by diverse individuals and entities. Given the diversity of
actors and their interests, coupled with the wide variety of ways genetic data
are held, it has been difficult to develop broadly applicable legal principles
for genetic privacy. This article examines the current landscape of genetic
privacy to identify the roles that the law does or should play, with a focus on
federal statutes and regulations, including the Health Insurance Portabil-
ity and Accountability Act (HIPAA) and the Genetic Information Nondis-
crimination Act (GINA). After considering the many contexts in which is-
sues of genetic privacy arise, the article concludes that few, if any, applicable
legal doctrines or enactments provide adequate protection or meaningful
control to individuals over disclosures that may affect them. The article de-
scribes why it may be time to shift attention from attempting to control ac-
cess to genetic information to considering the more challenging question of
howthesedatacanbeusedandunderwhatconditions,explicitlyaddressing
trade-offs between individual and social goods in numerous applications.

Collision Forces: Scientific Integrity Meets the Capital Markets
The landscape for innovation in the life sciences requires substantial participation from the investment community to finance new ventures and support existing projects. As such, appropriate risk-adjusted returns are expected by investors. Gaining insight into the progress of important clinical trials has catalyzed an information asymmetry between direct participants in the scientific process and the investment community. Direct participants can gain materially by breaching confidentiality agreements or engaging in insider trading, unethical practices that compromise scientific integrity. This report explores the nature of conflicts that can arise from the unique relationships specific to entities developing human therapeutics and proposes three mechanisms for minimizing negative externalities of the research process: raising awareness of the problem, mandating professional organizations to adopt and enforce strict policies for sharing material information, and establishing project work teams to limit the number of individuals exposed to non-public information.

Data is the base upon which all scientific discoveries are built, and data availability speeds the rate at which discoveries are made. Given that the overall goal for research is to improve human health and our environment, waiting to release data until after the first publication (sometimes taking years) is unacceptable. There are myriad issues that impede researchers from openly, and most importantly, rapidly sharing data, including lack of incentives: no credit, limited funding benefits, and little impact on career advancement; and cultural issues: the fear of being scooped. However, scientific publishers —the communicators of science and a key mechanism by which a researcher’s productivity is measured— can, and should, play a central role in promoting data sharing. Data citation and publication are just some of the ways we can support and encourage researchers who share data. Here, I will provide examples to help make clear the need for publishers to play an active role in this process and provide potential ways to facilitate our ability to promote open and rapid data sharing. This is not easy; but it is essential.

About the Book
When data from all aspects of our lives can be relevant to our health - from our habits at the grocery store and our Google searches to our FitBit data and our medical records - can we really differentiate between big data and health big data? Will health big data be used for good, such as to improve drug safety, or ill, as in insurance discrimination? Will it disrupt health care (and the health care system) as we know it? Will it be possible to protect our health privacy? What barriers will there be to collecting and utilizing health big data? What role should law play, and what ethical concerns may arise? This timely, groundbreaking volume explores these questions and more from a variety of perspectives, examining how law promotes or discourages the use of big data in the health care sphere, and also what we can learn from other sectors.

The debate on critical issues in science, health, and security encompasses many controversies and ethical challenges. The difference between a naturally occurring outbreak and criminal act of bioterrorism is often challenging to establish, and emergencies have to be handled as they come, regardless of the origin of the incident. The post-incident forensic analysis may or may not offer satisfactory answers in regards to attribution, liability, and the responsibility for compensation. The underlying issue for all ethical concerns examined in this work is the balance between individual rights and the needs of public health systems to protect others.

Collision Forces: Scientific Integrity Meets the Capital Markets
The landscape for innovation in the life sciences requires substantial participation from the investment community to finance new ventures and support existing projects. As such, appropriate risk-adjusted returns are expected by investors. Gaining insight into the progress of important clinical trials has catalyzed an information asymmetry between direct participants in the scientific process and the investment community. Direct participants can gain materially by breaching confidentiality agreements or engaging in insider trading, unethical practices that compromise scientific integrity. This report explores the nature of conflicts that can arise from the unique relationships specific to entities developing human therapeutics and proposes three mechanisms for minimizing negative externalities of the research process: raising awareness of the problem, mandating professional organizations to adopt and enforce strict policies for sharing material information, and establishing project work teams to limit the number of individuals exposed to non-public information.

Keynote address: "Ways and Needs to Promote Rapid Data Sharing" by Laurie Goodman of GigaScience.
Data is the base upon which all scientific discoveries are built, and data availability speeds the rate at which discoveries are made. Given that the overall goal for research is to improve human health and our environment, waiting to release data until after the first publication (sometimes taking years) is unacceptable. There are myriad issues that impede researchers from openly, and most importantly, rapidly sharing data, including lack of incentives: no credit, limited funding benefits, and little impact on career advancement; and cultural issues: the fear of being scooped. However, scientific publishers —the communicators of science and a key mechanism by which a researcher’s productivity is measured— can, and should, play a central role in promoting data sharing. Data citation and publication are just some of the ways we can support and encourage researchers who share data. Here, I will provide examples to help make clear the need for publishers to play an active role in this process and provide potential ways to facilitate our ability to promote open and rapid data sharing. This is not easy; but it is essential.

Scientific integrity
Scientific integrity and avoiding misconduct are important issues discussed by governments, universities, and the scientific community. Upholding high ethical standards in research helps ensure reliable results and safety. Some examples of misconduct include falsifying or fabricating data, plagiarism, and failing to maintain confidentiality. Consequences for misconduct can be severe, such as job termination, fines, and bans from research. Maintaining integrity through practices like careful record keeping, peer review, and consulting advisors protects scientists and the legitimacy of their work.
