1. GO-SUGAM - Government of Odisha - Single-window Unified Gateway for Agrarian Management
Government schemes and subsidies are key for farmers to set-up or expand their practices in the
agriculture and allied sector. Delivery of these schemes & services is an aspect of governance that touches
almost every farmer in the state at multiple times in their lifetime. However, farmers are unable to
optimally accrue the benefits from these schemes due to opaque processes and insufficient support. The
department officers also face many challenges in efficiently delivering the schemes and services on the
ground as they are not equipped with the right systems and enablers.
Some specific challenges that farmers face while trying to avail government schemes and services are:
1. Application Submission: There is currently no farmer facing interface for scheme or service applications.
Farmers have to visit government offices to submit their documents and go through a complex application
process to apply for any scheme and service.
2. Selection Transparency: Due to beneficiary identification by the Dept officials, there is limited
transparency in the selection of the ‘right’ beneficiaries, that is farmers who need the scheme the most.
Further, once applied, farmers’ application may be rejected/put on hold without them being aware of the
exact reasons for the same.
3. Multiple Physical Touchpoints for Agri-entrepreneurs: Agri-entrepreneurs need to avail permissions and
licences from other government departments (for eg clearances from pollution board etc) to set-up
commercial and semi-commercial units. Multiple government touch-points (both online and offline) makes
it difficult for the farmers to navigate through the landscape.
Challenges faced by department officials in delivering the schemes & services to the farmers are:
1. Beneficiary Identification: Excess time and effort is spent on field visits and site inspections for
identification of the right farmers which would meet the eligibility criteria of different schemes.
2. Physical Documentation: Crucial time and effort is spent by the officers in maintaining physical records
and paper trails of all scheme applications.
3. Application Processing: Officers have no visibility on pendency of applications within their jurisdiction.
They are not aware as to how applications are pending with which officer and for how long, making it
difficult for them to debottleneck application processing for farmers.
4. Subsidy Release: Officers are required to accumulate scheme funds in one or more bank accounts under
their names until they release subsidy to beneficiaries. Significant time and effort is spent on keeping track
of fund utilisation and liaising with banks for release of subsidies.
How Sugam is changing it
Sugam provides a single window interface for all the schemes and services of the Agriculture Department and
Fisheries & Animal Resources Development Department. It also provides services like electricity connection,
pollution clearances, water connection, factory and boiler licences, change of land use to agri-entrepreneurs.
The farmers can apply for these services themselves and in assisted mode through Mo-seba Kendra and
department block offices.

2. 1. Online Application: Farmer facing web portal and mobile app for application of all schemes and services
in the agriculture and allied sector. Relevant information such as guidelines and eligibility criteria for all
schemes is available on the platform.
2. Status Tracking: Applicants can track the real-time status of their applications on the portal or the app
using their mobile number. They will know exactly who is responsible for processing the next stage of their
application.
3. Proactive Status Notification: Applicants also get notifications on SMS or E-mail as their application is
approved or rejected at each stage. They are also informed about any activity that needs to be undertaken
at their end.
4. Single Window Service: Necessary service applications from different government departments such as
water supply and electricity connection have been integrated with the platform thereby streamlining the
application process and making it a single window for the farmers.
5. Online Application Processing: End-to-end processing of applications including uploading of verification
reports and geo-tagged photographs is enabled online on the web portal and mobile app for block, district,
and state-level officers.
6. Subsidy Release with IFMS: Integration with the Integrated Financial Management System (IFMS) ensures
that subsidy for all beneficiaries is released directly from the state treasury, removing banks as the
middlemen and preventing any leakages of funds.
7. Reports & Dashboards: Scheme-wise reports and dashboards for department officials to track application
pendency status and delivery performance in respective jurisdictions. Access to real-time information
allows officers to debottleneck implementation challenges and make data-backed decisions.
8. Configurable Architecture: The online platform is built on a modular architecture and is fully configurable.
Users can add new schemes and services from the front-end itself. Application forms and workflows of
different schemes can be easily created without any new tech development.
