Background of Organization
Fisheries Development Authority of Malaysia (LKIM) is the pioneer organization that aims to be
the pioneer in the fishermen and fisheries industry development. This organization is an
authorized body under the Ministry of Agriculture and Agriculture Base Industry under Act 49,
Malaysia Fisheries Development Board Act 1971. This act took effect gradually starting with all
states within Peninsular Malaysia on November 1st 1971, in Sarawak on July 1st 1973 and in
Sabah on August 1st 1995.
Background of Project
There are several issues with the current systems used by LKIM in managing their work. The
problems that have been identified are the existing system is not up-to-date and it is not fully
utilized as they rarely update their website. Next, the user interface is not compatible on mobile
phone and this lead to the inconvenience as many people would be using mobile phone in their
daily life. In order to register for new membership, they still using manual registration and this
lead to inefficiency in working. After analyzing each of the problem carefully, we come out with
the new propose system to overcome the weaknesses of the existing system. In the proposed
system, the user will be able to register their membership using online form provided in the
website. The website also can be view using mobile phone which is compatible with all
operating system as well as using desktop. In addition, the claiming process of incentives and
subsidies can be done through online invoice submission which is much more convenience to the
user. If the users have inquiry, they can just use the online chat provided in order to
communicate with the LKIM staffs. In conclusion, this project aims to improve the existing
system by using digitalization process to further enhance their work productivity and create a
better technological infrastructure for the fishermen community in Malaysia.
Project Vision
Similar to most organizations, LKIM’s vision is towards being the pioneer in fishermen and
fisheries industry development. In this era, the Industrial Revolution 4.0 (IR 4.0) has given a new
impetus to most industrial and organization transformation. Therefore, LKIM has recognized the
immense impact that technological innovations can provide for their organization. To have any
form of development in this era, it is critical to incorporate ICT into any process in the
organization. Technology is known to improve effectiveness and increase efficiency in users’
daily work tasks. Digitization process is the main vision for this project which aims to make
daily tasks easy, seamless and paperless by going digital.
To reach the status of pioneer in fishermen and fisheries industry development in terms of IT,
there is needs to give awareness to fishermen community and fishermen organizations the
importance of using IT as a tools to assists them in doing the tedious tasks to improve the quality
and productivity of work.
In addition, in order to provide the modern and integrated fishery infrastructure facilities for the
fishermen community, the communication between the fishermen and LKIM parties must be
effective. To achieve the effectiveness, there must be an online medium for the community to
communicate efficiently. The use of website as a medium to communicate must be utilized and
in order to do that the website must be update regularly.
Finally, create competent human resources. A competent human resource in the 21st century
must be able to understand and utilize technology in their daily lives. With the aspiration of
transforming the national fishery infrastructure, IT incorporation will not be left behind. To
achieve this, it is important to push the stakeholders involved to accept technology. However, we
must focus on ensuring that any form of digitization or IT incorporation is easily accepted by the
users and provide proper IT training for the stakeholders involved.

GOAL MODEL
REQUIREMENT STATEMENTS
1. Online Registration
• If the user wants to apply for Nelayan smart card, the system shall provide an
online form for the user to fill in.
• If the user wants to register for KUBENA and KUNITA membership, the system
shall provide an online form for the user to fill in.
2. Online Invoice Submission
• If the user wants to claim for incentives, the system shall provide an upload
feature for the user to submit the invoices.
3. Customer Support Service
• If registered users have an enquiry, the system should provide an online chat
platform for the user to directly communicate with the staff.
• If non-registered users have an enquiry, the system should provide contact form
for the user to get feedback from the staff.
4. Interface and Functionality
• If the user visits the website using mobile phone, the system shall provide
responsive and compatible display of the website.
• If the user visits the website using PC, the system shall provide responsive and
compatible display of the website.
• If the user wants to access all the features, the system shall require single login
from the user.
• If the user wants to view the job vacancies, the system shall display job
advertisements from internal and external parties.

  • 2. Background of Organization Fisheries Development Authority of Malaysia (LKIM) is the pioneer organization that aims to be the pioneer in the fishermen and fisheries industry development. This organization is an authorized body under the Ministry of Agriculture and Agriculture Base Industry under Act 49, Malaysia Fisheries Development Board Act 1971. This act took effect gradually starting with all states within Peninsular Malaysia on November 1st 1971, in Sarawak on July 1st 1973 and in Sabah on August 1st 1995. Background of Project There are several issues with the current systems used by LKIM in managing their work. The problems that have been identified are the existing system is not up-to-date and it is not fully utilized as they rarely update their website. Next, the user interface is not compatible on mobile phone and this lead to the inconvenience as many people would be using mobile phone in their daily life. In order to register for new membership, they still using manual registration and this lead to inefficiency in working. After analyzing each of the problem carefully, we come out with the new propose system to overcome the weaknesses of the existing system. In the proposed system, the user will be able to register their membership using online form provided in the website. The website also can be view using mobile phone which is compatible with all operating system as well as using desktop. In addition, the claiming process of incentives and subsidies can be done through online invoice submission which is much more convenience to the user. If the users have inquiry, they can just use the online chat provided in order to communicate with the LKIM staffs. In conclusion, this project aims to improve the existing system by using digitalization process to further enhance their work productivity and create a better technological infrastructure for the fishermen community in Malaysia.
  • 3. Project Vision Similar to most organizations, LKIM’s vision is towards being the pioneer in fishermen and fisheries industry development. In this era, the Industrial Revolution 4.0 (IR 4.0) has given a new impetus to most industrial and organization transformation. Therefore, LKIM has recognized the immense impact that technological innovations can provide for their organization. To have any form of development in this era, it is critical to incorporate ICT into any process in the organization. Technology is known to improve effectiveness and increase efficiency in users’ daily work tasks. Digitization process is the main vision for this project which aims to make daily tasks easy, seamless and paperless by going digital. To reach the status of pioneer in fishermen and fisheries industry development in terms of IT, there is needs to give awareness to fishermen community and fishermen organizations the importance of using IT as a tools to assists them in doing the tedious tasks to improve the quality and productivity of work. In addition, in order to provide the modern and integrated fishery infrastructure facilities for the fishermen community, the communication between the fishermen and LKIM parties must be effective. To achieve the effectiveness, there must be an online medium for the community to communicate efficiently. The use of website as a medium to communicate must be utilized and in order to do that the website must be update regularly. Finally, create competent human resources. A competent human resource in the 21st century must be able to understand and utilize technology in their daily lives. With the aspiration of transforming the national fishery infrastructure, IT incorporation will not be left behind. To achieve this, it is important to push the stakeholders involved to accept technology. However, we must focus on ensuring that any form of digitization or IT incorporation is easily accepted by the users and provide proper IT training for the stakeholders involved.

  • 7. REQUIREMENT STATEMENTS 1. Online Registration • If the user wants to apply for Nelayan smart card, the system shall provide an online form for the user to fill in. • If the user wants to register for KUBENA and KUNITA membership, the system shall provide an online form for the user to fill in. 2. Online Invoice Submission • If the user wants to claim for incentives, the system shall provide an upload feature for the user to submit the invoices. 3. Customer Support Service • If registered users have an enquiry, the system should provide an online chat platform for the user to directly communicate with the staff. • If non-registered users have an enquiry, the system should provide contact form for the user to get feedback from the staff. 4. Interface and Functionality • If the user visits the website using mobile phone, the system shall provide responsive and compatible display of the website. • If the user visits the website using PC, the system shall provide responsive and compatible display of the website. • If the user wants to access all the features, the system shall require single login from the user. • If the user wants to view the job vacancies, the system shall display job advertisements from internal and external parties.
