by Government of India. This program aims to transfer subsidies directly to the

Dear Ms. Jena,
I am writing this in connection with the application of the Direct Benefit
Transfer mode for centrally sponsored and Central Sector Schemes with a
beneficiary component. As you know, currently 35 schemes have already been
brought [list enclosed) on the DBT platform. This is in addition to the usage of the
platform for transfer of LPG subsidy.
2. The DBT platform for transfer of cash benefits through Aadhar Enabled
Payment System directly to the bank account of the beneficiaries not only makes the
system transparent and more efficient but also provides mechanism to better target
the subsidies. To achieve this, Aadhar number of all beneficiaries will have to be
seeded inthe database of the scheme and mapped to Bank accounts.
3. I am separately writing to UIDAI/RGI to focus on enrolment of beneficiaries
of various schemes for Aadhar; DFS for ensuring opening of bank accounts, if

Beauty of this scheme is Direct, hence no middle men, no leakage or corruption.
Hassle free environment, hence, no delay in getting the subsidy amount.
Linked to the Aadhaar biometric system, Eliminate fictitious accounts.
Reduce subsidy burden on govt. exchange, because only deserved people benefit from it.
Bank account is necessary, hence financial inclusion. Bank account changes do not affect
the transfer systems for various schemes.

• Unstructured Supplementary Service Data (USSD) - This is a service as old as mobile telephony itself.
This can be accessed through any GSM handset – even good old Nokia set. There is no special
application or internet access required on mobile handset to access USSD.
• A user dials a short code from his/her handset and chooses among various options provided in a set
of response menus during a session of up to 3 minutes in case of mKisan.
• User charges of Rs. 6 per month for unlimited USSD

Central and State government organizations in agriculture and allied sectors to gives
information/services/advisories to farmers by SMS in their language, preference of agricultural practices
and location. Push SMS portal was inaugurated by the Hon’ble President of India and since then nearly
49 crore messages or more than 152 crore SMSs have been sent to farmers throughout the length and
breadth of the country.
Farmers can register themselves for receiving these messages on their mobiles as per their specific
needs & relevance at a particular point of time. They can register themselves for this service
through any of these channels:-
