This document defines various legal terms related to customs procedures and international freight transport. It describes situations such as voluntary abandonment of goods, different types of customs offices, roles of customs agents and international freight companies, procedures for storage, seizure and shipment authorization, as well as definitions for terms like containers, customs control, transport documents, mailings, urgent shipments, baggage, export, legalization and more. 1. LEGAL ABANDONMENT
situation in which is a good when the term expired residence on deposit has not obtained their
release or has not been reshipped.
Voluntary abandonment
is the act by which one has the right to dispose of the goods communicated in writing to the
customsauthoritywhichleavesforthe nationinwhole orinpart,providedthatthe abandonment
isacceptedby the customsauthority.In this event, the offeror shall cover the expenses incurred
abandonment.

2. OFFICE OF DEPARTURE
is one where duly initiated a customs transit.
OFFICE OF TRANSIT
any Customs along which goods in transit without having completed the form.

3. OFFICE OF DESTINATION
is that where customs transit mode ends.
CUSTOMS AGENTS
are legal entitieswhosemainpurpose isthe exercise of the customs agency, for which they must
obtain authorization from the Directorate of National Taxes and Customs.

4. International Freight
legal personregisteredwiththe Directorate of National Taxes and Customs, to act exclusively in
the m.odo shipping, and whose purpose includes, among others, the following activities:
coordinatingandorganizingshipments,consolidationordeconsolidationexportcargo load import
and send or receive outside the transport documents of its activity..
STORAGE:
the storage of goodsunderthe control of the customsauthorityinvenuesauthorizedbyCustoms.

5. Seizure
is a precautionarymeasure involvingthe detentionof goodsinrespectof whichany of the events
referred to in Article 502 of Decree 2685 of 1999 was set.
CUSTOMS AUTHORITY
the publicofficialoragencythatunderthe Actand in the exercise of its functions, has the power
to enforce or monitor compliance with customs regulations.

6. Shipment authorization
is the act whereby the customs authority allows the export of goods which have undergone the
export procedure.
NOTICE OF ARRIVAL
the report that the carrier submitted to the Directorate of National Taxes and Customs, the date
and time that a means of transport without passengers or cargo in ballast arrive to the national
customs territory.

7. BULK
is any solid, liquid or gaseous cargo transported in bulk, evenly, without packaging, the usual
handling units may not be completed.
KNOWLEDGE OF SHIPMENT
It is the documentthatmaritime transporterissuedascertificationthat has taken over the goods
to deliver,uponpresentationof itinthe destination,whoislisted as the consignee of this or who
has acquiredbyendorsement,asproof of the agreedfreightandas a representative of the charter
party in certain cases. Bills of lading of LTL are issued by the international freight.

8. AGENT
is the natural or legal person to whom the sender or shipper sends abroad a commodity, or who
has been endorsed transport document.
CONTAINER
consistent container is a box with removable panels or doors, typically provided with devices
(hooks, rings, bearings, wheels) to facilitate handling and stowage on board a means of
transportation, used for the transport of goods packaging unchanged from the starting point to
the end point, with a capacity not less than one cubic meter.

9. CUSTOMS CONTROL
The setof measurestakenbythe customsauthorityin order to ensure compliance with Customs
requirements.
Witness
is the person who signs and submits a declaration of goods on their own behalf or on behalf of
others. The respondent must complete the formalities inherent in his office.

10. OFFICE
The completion of customs formalities necessary to permit goods to a customs procedure.
Consolidator PAPER LOAD
thisis the documentthatcontainsthe listof documentstransportchildrenof all charges,grouped
and on boardthe meansof transport,andtheywill be loaded and unloaded in a port on behalf of
an international freight .

11. Transport document
is a generictermthat coversrail shippingdocument, air, land, or that the respective conveyor or
international freight,delivery and certification of the transport contract and receipt of the goods
to be delivered to the consignee on the site Target and may be subject to endorsement.
DELIVERY COMPANIES SPECIALIZED
Theyare international shippingcompanieslegally established in the country, which are licensed
by the Ministryof Communicationstoprovide specializedcourierservice.Toact as intermediaries
in the form of import and export of postal traffic and urgent shipments, courier companies
Specialized must obtain their registration with the Tax and Customs.

12. CUSTOMS ENDORSEMENT
It is one whomakesthe ultimate consignee of the transport document in the name of a customs
broker to carry out formalities with the customs authority.
The customs endorsement does not transfer the domain of the goods.
Mailings
for the purposes specified in Decree 2685 of 1999 it will take into account the definition on the
matterenshrine the special provisions governing the matter, especially article 2 of Decree 229 of
1995 and other regulations that modify, or abolish ".

13. URGENT SHIPMENTS
urgent shipments means all merchandise that requires express clearance through specialized
courier companies, subject to regulations under this Decree.
BAGGAGE
are all personal effects and other items contained in suitcases, tulas, crates, boxes or the like,
which usually takes the traveler on a conveyance.

14. EXPORT:
The new text is as follows:> is the goods of the national customs territory to another country.
Export is also considered, as well as operations expressly enshrined as such in Decree 2685 of
1999, the goods into a free zone under the terms provided in Decree 2685 of 1999.
LEGALIZATION
declarationof goodshavingbeenpresentedto Customs at the time of their introduction into the
national customs territory, they have not demonstrated compliance with the requirements for
legal import, retention or freely available. It shall also legalization of goods that are legally
abandoned,inaccordance withthe provisions of paragraph of Article 115 of Decree 2685 of 1999.

15. LEVANTE
it is the act by which the customs authority allows interested parties to dispose of the goods,
subject to compliance with legal requirements or the granting of security, when it may apply.
SETTLEMENT OFFICER
it is the act by which the customs authority determined the amount payable and imposes
penaltiesthatmightarise whenthe importprocess or developing control programs it is detected
that the settlementof the claimdoesnotcomplywiththe requirementscustomslaws.The official
settlementmayalsobe performedtodetermine aloweramount to be paid in the cases specified
in Decree 2685 of 1999.
PACKING LIST: is the ratio of the heterogeneous goods in each package. The packing can be
replaced by the invoice.
CARGO MANIFEST:isthe document that contains the list of all the packages comprising the load,
includingbulkgoodsonboardthe meansof transportationandto be loaded or unloaded in a port
or airport, or entered or exported for border crossing, except those intrinsic to passengers and
crew, and the representative of the carrier must submit properly subscribed to the Tax and
Customs.
