The resultant “U.S. Mind and Mood” white paper provides a series of snapshots of a nation living in a precarious present.

The world's peoples face daunting challenges in the
twenty-first century. While apologists herald the globaliza-
tion of capitalism, many people on our planet experience
recurring economic exploitation, immiseration, and envi-
ronmental crises linked to capitalism's spread. Across the
globe social movements continue to raise the issues of
social justice and democracy. Given the new century's
serious challenges, sociologists need to rediscover their
roots in a sociology committed to social justice, to cultivate and extend the long-
standing "countersystem" approach to research, to encourage greater self-reflection
in sociological analysis, and to re-emphasize the importance ofthe teaching of soci-
ology. Finally, more sociologists should examine the big social questions of this
century, including the issues of economic exploitation, social oppression, and the
looming environmental crises. And, clearly, more sociologists should engage in the
study of alternative social futures, including those of more just and egalitarian soci-
eties. Sociologists need to think deeply and imaginatively about sustainable social
futures and to aid in building better human societies.
WE STAND today at the beginning ofa challenging new century. Like
ASA Presidents before me, I am conscious
of the honor and the responsibility that this
address carries with it, and I feel a special
obligation to speak about the role of sociol-
ogy and sociologists in the twenty-first cen-
tury. As we look forward, let me quote W. E.
B. Du Bois, a pathbreaking U.S. sociologist.

Bois (1968) wrote:

The Poor People's Campaign, starting in April, is being
organized by Dr. Martin Luther King Jr. and the Southern
Christian Leadership Conference (SCLC) with the support
and participation of many local groups and individuals.
WHO WILL BE IN THE POOR PEOPLE'S CAMPAIGN?
At the start, several thousand poor people will go to Washington. We will be young and
old, jobless fathers, welfare mothers, farmers and laborers . We are Negroes, American
Indians, Puerto Ricans, Mexican-Americans, poor white people.
WHERE DO THESE POOR PEOPLE LIVE?
All across the nation. SCLC is recruiting poor people in I 0 big cities and five South-

Campaign.

No . Most persons at the start of the Campaign in Washington will be poor, but other

of the financial wealth in the country. And two thirds of the
counties that black children are growing up in are considered
high poverty with respect to impoverished neighborhoods.
Although there are several possible explanations for why
these conditions exist, the argument developed here is that a
major reason has to do with how we as a society have tended
to conceptualize the issue of poverty and, based upon this
thinking, how we have acted (or better put, failed to act) toward
the issue.
The traditional manner of thinking about poverty in the
U.S. has viewed impoverishment as largely the result of individ-
ual inadequacies and failings. These shortcomings include not
working hard enough, failure to acquire sufficient skills, or just
making bad decisions. Consequently, the problem of poverty is
often seen through a lens of individual pathology. Since indi-
viduals are perceived as having brought poverty onto them-
selves, our collective and societal obligations are seen as limited.
The age-old distinction between the deserving versus the unde-
serving poor reflects this perspective—unless the working-age
poor have very good grounds for their
poverty, they’re deemed largely unde-
serving of help. Poverty is therefore
understood as primarily affecting those
who choose not to play by the rules of
the game. Ultimately, this perspective reflects and reinforces
the myths and ideals of American society: there are economic
opportunities for all, individualism and self-reliance are para-
mount, and hard work is rewarded.

Some may argue that is still needed, others argue that is no longer needed and that ‘discrimination is
discrimination’ regardless of being positive discrimination.
Equally important are the questions of what will we do when we reach our equality goal and can we
reach it?
What are the chances for member of this minority group in our current society with or without
Affirmative Action?
One argument forwarded by Hugh Price from the Brookins Institution states that:
“Heightened reliance on quantifiable measure of merit, like SAT and ACT scores, overwhelms
consideration of valid qualitative indices of talent, merit and potential, like drive, determination,
leadership and communications skills.
This trend has placed African American and Latino youngsters at a decided disadvantage in the
admissions process at highly selective public institutions.”
The other arguments state that:
Affirmative action is no longer needed.
That we have become accustomed to this system.
That it has been in place for too long.
Others believe that we have reached that equality goal and the African American middle class has grown
exponentially because of it.
While others maintain that positive/reverse discrimination is still discrimination.

The Harvard Civil Rights Project reported that “though the American school system is becoming more
diverse, ethnic groups remain isolated.
70% of African American students attend predominantly minority schools.

The European Unemployment Puzzle: implications from population agingGRAPE
We study the link between the evolving age structure of the working population and unemployment. We build a large new Keynesian OLG model with a realistic age structure, labor market frictions, sticky prices, and aggregate shocks. Once calibrated to the European economy, we quantify the extent to which demographic changes over the last three decades have contributed to the decline of the unemployment rate. Our findings yield important implications for the future evolution of unemployment given the anticipated further aging of the working population in Europe. We also quantify the implications for optimal monetary policy: lowering inflation volatility becomes less costly in terms of GDP and unemployment volatility, which hints that optimal monetary policy may be more hawkish in an aging society. Finally, our results also propose a partial reversal of the European-US unemployment puzzle due to the fact that the share of young workers is expected to remain robust in the US.
