MITRE Incorporated September 2007 - Present
Information Systems Engineer Lead
Systems engineering consultant to national agencies, including VA, FDA, and Army,
with focus on acquisition support, requirements management and project management.
- Led team supporting Army Training and Doctrine Command (TRADOC) development
of detailed requirements and supporting documentation for the Army application of
SCES, a multi-service system to track Foreign Military Sales (FMS). The task entailed
working closely with Army subject matter experts to elicit detailed process flows, then
documenting business requirements and systems connectivity for each process step.
That information was developed into formal functional requirements with associated
DoDAF models.
- Supported FDA program offices’ development of acquisition packages for cloud
service support and for large data interface dashboards. Support included development
of requirements, statements of work, market research, cost estimates, and acquisition
strategies.
- Developed procedures and milestones for development of a fiscal year operating plan
to give VA Office of Human Resources and Administration (HR&A) leadership a view of
annual steps toward achievement of long-term strategic goals
- Directly supported development, prioritization, and implementation of Human Capitol
Investment Plan (HCIP) projects for Fiscal Years 2012, 2013, 2014, and 2015, and
planning for 2016 and 2017. Support included elicitation of requirements, conducting
market research, development of independent cost estimates, evaluation of alternative
solutions, analysis of VA policies, drafting process documents and briefings, and
interface with VA contracting and acquisition offices.
- Developed and implimented a project pioritizaton process for VA HR&A business
investment decisions. Drafted investment criteria to reflect current leadership priorities.
Developed analytical processes to show the effect of investment criteria weighting and
scoring process on the end results, and to allow year-to-year comparisons.
- Designed and conducted comprehensive system testing as market research
supporting the FBI Data Integration and Visualization System program.
- Provided project management and systems engineering support to all phases of DNI
Open Source Center project for development of a large, complex Internet exploitation
system. Drafted program office documentation, including Requests for Proposal (RFP),
Statements of Work (SOW), management plans, performance plans, and service Level

and analysis, testing, and system defects analysis. Served as primary interface between
the Government program office and multiple contractor organizations for technical and
contract issues, ensuring that they shared a common understanding of current issues
and plans. Led contract close-out effort, including shutting down data center and
development facilities.
- Supported knowledge management implementation for military commands, including
support of SharePoint implementation. Participated in a knowledge audit, including
development of a knowledge audit protocol and questions, analyzing data, and drafting
a final report and recommendations.
- Developed training for MITRE technical leaders, including working with subject matter
experts and researching best practices to develop course objectives, training timelines,
and course materials. Supported delivery of training, and tracked three student cohorts
for training completion.
- Member of MITRE Corporate Diversity Action (CDAC) Council, Education and
Awareness Committee, and CDAC Diversity Month planning subcommittee. Led
development of annual diversity calendars distributed to all employees.
- Member of MITRE Hiring & Onboarding Council developing innovative solutions to
streamline and standardize hiring processes and to explore different hiring sources.
AT&T Government Solutions March 2006 - September 2007
- National Program Group Manager responsible for coordinating program, personnel,
and financial management, as well as technical oversight of contracts providing
operations and exercise support, systems engineering, technical analysis, and space
architecture expertise to U.S. Government agencies.
- Responsible for hiring, mentoring, and evaluation of personnel on geographically
dispersed teams. Coordinated with corporate business development to expand
support opportunities.
- Chairman of corporate Systems Engineering Process Group, achieved CMMI level 3
assessment.
TASC/Northrop Grumman Information Technology November 2000 - March 2006
- As Senior Member of the Technical Staff, supported National Geospatial Intelligence
Agency (NGA) enterprise knowledge management initiative. Coordinated with agency
directorates to identify stove-piped knowledge-related. Analyzed applicability of
existing knowledge programs to other parts of the enterprise, and identified
opportunities to implement new programs. Met with NSA, DIA, Coast Guard, FAA,
and NASA knowledge program leaders regarding their lessons learned and their
assessment of components of success for agency-wide knowledge management
implementation.
- Developed and supported knowledge interfaces internal to the agency, with its
contractors, with its customers. The primary focus was to inform national agencies,
combatant commands and military services of pending systems deployments, and to
assess their readiness to receive new systems.
- Provided systems engineering support for NGA future collection management and
imagery dissemination systems. Supported development of inter-agency interfaces,

- Participated in a systems engineering process group that successfully brought the
