Safety During Disasters
and Other Emergency
Situations
A natural disaster is an event caused by forces of
nature or natural hazards that cause great harm and
damage to life and property. Natural hazards are
severe and extreme weather and climate events
that occur naturally. Natural hazards that occur in
the Philippines include earthquakes, land-slides,
volcanic eruptions, floods, tsunamis, storm surges,
and typhoons. Other natural hazards include
droughts, tornadoes, forest fires, epidemics, and
famine. Natural hazards become natural disasters when
the lives and livelihoods of the people are destroyed.
An emergency is a situation that poses
immediate risk to health, life, property, or
environment. Most emergencies need
immediate attention to prevent a
worsening of the situation. Natural
disasters result in emergency situations
when the effects are severe and pose
immediate risk to the people's life and
health.

Safety Guidelines During an Emergency or Disaster
Before an emergency or disaster
1. Have a disaster or emergency plan. This must
include a plan for reuniting your family after an
earthquake or a fire in the event that everyone is
separated.
2. Participate actively in emergency drills and
disaster preparedness in school.
3. Share with your family what you have learned in
school about disaster and emergency preparedness.
4. Participate in your barangay or
community emergency drills.
5. Keep stock of drinking water, ready-to-
eat foods, first-aid equipment, a shovel,
pick and rope, electric torch, some
candles, and a helmet for every member
of the family.
6. Learn first-aid.
Flood Safety Guidelines
Before the flood
1. Find out how often your place is likely to be flooded.
2. Know and under-stand the flood warning system in
your community. Make sure that your family knows it,
too.
3. Store supplies and other important things above
expected flood water level.
4. Keep a stock of food which requires little cooking and
refrigeration as electric power may be interrupted.
5. Be updated and informed of daily weather condition.
During the flood
1. Watch for rapidly rising flood waters. Listen to
your radio for emergency instructions. If you find it
necessary to evacuate, move to a safe area before
access is cut off by flood waters. When called upon
to evacuate by authorities, do not hesitate to
evacuate.
2. Turn off the main switch of your electricity supply
before evacuating. Lock or secure your house
before leaving.
