- July 1981 114 killed and almost 200 more injured 1983: Engineering Foundation sponsored conference in Santa Barbara, California, on Building Structural Failures — Their Cause and Prevention. While the word "quality" was not in its title, this conference is often viewed as the turning point at which the construction industry began to seek improvement in the quality of its services. Nov. 1984 -(ASCE) sponsored a Conference on Quality in the Constructed Project, in Chicago, with the objective of defining and clarifying quality in the construction process and who must do what to achieve it. The conference's principal recommendation was "that ASCE produce and publish a Manual of Professional Practice for Quality in the Constructed Project.” May 1988 – Preliminary Edition for Trial Use and Comment Published. 15,000 copies sold. 1990 – 1st Edition Published. 13,000 copies sold. 1997 – 2000: Review and publish 2d edition. 2000 – 2d Edition Published. 1,700 copies sold.

- The Committee to Update Manual 73 worked with authors to produce four new or entirely rewritten chapters that address important industry changes during the decade from 1990 –2000.
- Total of 25 chapters
- There is a cost associated with incremental increases in quality. The later the incremental increase the more it will cost. The information contained in ASCE Manual 73, if followed, should minimize those costly surprises in the construction phase.
- All decisions regarding quality of a project fall in one of the four boxes. There is not a project where all decisions are in the desired “right” column. Owners, designers and constructors all contribute to the “wrong” decisions. This hypothetical distribution for a hypothetical project is probably close to a perfect project. Avoidance of the disasters such as the 1983 Hyatt and others that have occurred since is enhanced by adherence to the principals contained in ASCE Manual 73.
