Social system theory views society as a complex arrangement of interrelated elements. The action frame of reference analyzes social action in terms of means and ends within environmental constraints. Max Weber's theory of bureaucracy describes highly organized institutions with formalized, impersonal hierarchies regulated by clear rules and authority structures. Pluralist theory holds that diverse social groups prevent any single group from dominating and that assumptions cannot be made about power dynamics in a community.
