handles daily without protection will eventually . Deepak Pal knows this but can't quit as
his measly salary of Rs 8,600 a month feeds seven mouths.
“It's been three months since I got my salary,“ says Pal, a field worker at Malaria Prevention
Centre in Lajpat Nagar's busy Krishna Market.The ramshackle building is easily missed but
the men who work there are responsible for keeping every house, school, drain, lane and
bylane in Lajpat Nagar's Ward 155 free of mosquitoes, especially the dreaded Aedes
aegypti that's behind the yearly dengue outbreak.
As a field worker, Pal is on the lowest rung of South Corporation's anti-malaria department
and one of about 1,500. North Corporation has 938 field workers. They handle poisonous
substances like temefos granules and liquid, BTI (bacteria used to destroy mosquito larvae),
methylene, pyrethrum and malathion with bare hands. Nor are they provided gas masks
for fogging operations, earplugs to dampen the noise of their pumps and uniforms to
protect them from the common foe--mosquitoes. And from Saturday , the field workers do
not have the luxury of a weekly off either.Mayors of north and south corporations have
cancelled all leave and weekly offs of the field workers.

As Pal's friend Manoj Kumar goes about fumigating a South Corporation primary
school, his colleague, Suresh, says it's a thankless job although the whole city is
scared stiff of dengue. They have to persuade residents to let them fumigate their
house, and at times they are accused of theft.
“We ask the residents to turn off the gas and the electricity mains, cover their food
and step out. But we request one person to stay back to keep an eye upon us,“ says
Suresh. He's been in the job for six years and should have been regularized after
five but remains a temporary worker.His father was also a field worker and Suresh
got the job when he died. Pal has been in the job for only two years and will have
to wait much longer for a permanent position.
September-October is the busiest time of the year for the city's dengue warriors
and deputy health officer Lalan Singh's phone in the Central Zone deputy
commissioner's office rings all the time. Gaurika, a resident of GK, calls to complain
that her neighbourhood has not been fumigated and Singh forwards her complaint
to the area's assistant malaria inspector.

Dr Saurabh Mishra, epidemiologist with South Corporation's Central Zone
says weekly fogging is crucial as it takes 8-10 days for a mosquito to grow
from egg to adult. “Now we do not have the manpower to visit every house
every week, so we do it every 15 days,“ he explains.
The department has domestic breeding checkers to inform and educate
people about the dangers of letting mosquitoes breed. They also check for
stagnant water in TOI flowerpots, coolers, tyres, etc and challan people who
neglect to drain standing water repeatedly . “The DBC's job is to certify a
house free from Aedes breeding. If we are not able to do that, a penalty is
levied,“ said Mishra.
The mosquito that causes dengue breeds in fresh and clean water only , not
sewers and polluted drainsdhalaos.It lives indoor in corners and under
furniture, and bites during the daytime.

Kishori Lal, a field veteran of 28 years, says, “I have operated all types of
machines--handheld fogging machines, backpacks and TIFA (truckmounted
machines). If the TIFA machine's pipe clogs up we suck out the air block with
our mouths.“ He developed asthma on the job.
A senior field worker who supervises 10 breeding checkers and seven field
workers says, “We don't get any special health check-ups although it's a
hazardous profession. We're told to go to a government hospital for free
treatment.“
In the evening, Suresh, Deepak, Kishori Lal, and 18 other field workers return
to Malaria Prevention Centre in Lajpat Nagar to mark their attendance after
fumigating at least 150 houses. Old furniture--potentially a mosquito
breeding spot--is dumped in the office premises. But no one fumigates there.
