 Recently introduced Benchmark requirements
 TAG has compared GFSI 7.1 to FSMA PC Food rule
 Changes in GFSI driven mainly by FSMA, Food

 This has resulted in Schemes having to adjust their
standards
 TAG engaged by GFSI and 4 main Scheme owners
to compare the revised standards with FSMA – work,
just completed

 New standard V 6.1 introduced and in effect January
1, 2018 based on GFSI 7.1
 Section 4.21 on Food Fraud added
 Conclusion was that IFS is very similar to FSMA with

BRC
 Version 7 has been in place since January 2015
 Version 8 coming later in 2018
 V 8 will address food fraud, food defense, GFSI 7.1
changes and other FSMA requirements
 BRC brought in a FSMA module in 2017 and
required mandatory FSMA PCQI training for all
auditors
 Current TAG analysis based on V7 shows BRC will
have similar food safety outcomes as FSMA and the
FSMA Module has strengthened BRC’s adaptation to
FSMA

FSMA: GFSI Schemes & FSMA Human Food Rule
SQF
 SQF Version 8 came into effect January 1, 2018
 Structural changes – quality module (former level 3)
added as option
 Changes driven by FSMA and GFSI V 7.1.
 Current TAG comparison shows SQF V8 for Food
Processors is very similar to FSMA Human Food
Rule
 SQF has strengthened Food Fraud and Defense and
some Supply Chain Requirements

FSSC
 FSSC brought in Version 4.1 in July of 2017
 The new version is in effect January 2018
 Changes to the FSSC Standard were drive by GFSI
7.1 and a European Food Safety Authority Audit
 TAG has found that there has been little change to
FSSC in recent version that has implications for
FSMA comparability. The previous findings that
FSSC is similar to FSMA in outcomes, remains

Comparison of 4 Schemes – Highlights
 FSMA concept of Preventive Controls not fully
mirrored in Scheme Standards. Schemes remain
Codex HACCP based and while the outcomes are
similar, there are no FSMA like PC requirements on
Allergens, Sanitation, Supply Chain
 Schemes do not specify a need for a PCQI but they
all require competent, trained FS professionals

Comparison of 4 Schemes – Highlights (continued)
 FSMA corrective action documentation is more
detailed and thorough than some Schemes
 Supply Chain and associated PCs have more
detailed requirements
 Schemes often have more detail on Training, Recall,
Traceability, and Management Commitments
 Schemes and FSMA require a FSP but not all require
management signature

FSMA vs GFSI - Highlights
 All GFSI schemes have Allergen Program
requirements and require validation whereas FSMA
does not require validation of Allergen controls
 FSMA requires PCs for Allergens, but GFSI Schemes
treat these as in Codex with CCPS where needed
and verifications where controls are in place
 FSMA is a mandatory regulatory program so there
are a number of record producing requirements that
are mandatory by law whereas all GFSI is voluntary

FSMA vs GFSI – Highlights (continued)
 Likewise FSMA has many elements that deal with
exemptions and associated administration and
burden of proof. These types of things are not in
GFSI
 GFSI Schemes tend to have limited or no
requirements related to byproducts destined for
animal feed
 Environmental monitoring requirements are more
rigorous under FSMA (mostly in FDA FSMA
guidance documents)
