Freedom of expression is considered a fundamental human right according to international agreements such as the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights. However, different countries interpret and apply this right in different ways. For example, while Egypt has signed the Covenant, it censors the internet and imprisons people for certain types of political speech. China also imprisons dissidents and censors the internet to maintain social and political control. Philosophers debate whether an absolute right to freedom of expression should exist or if restrictions can be justified in some cases based on consequences or duty.
