4. The statistical register of territorial entities allows for more detailed,
frequent, updated, linked and interoperable geographical data.
Two main aims:
1. support the production process of official statistics (registers,
censuses, surveys) w.r.t. the geographical dimension through the
localisation in the territory (and its continuous update) of the
statistical units;
2. produce statistics to describe and characterise the territory.

5. o The register ensures:
o the coherence of territorial codes in all registers;
o the maintenance of the nomenclatures and geographies (the dynamics of
changes of some of these units is very high and uneven on the territory);
o the revision of the codification rules (to guarantee the consistency and
sustainability of the process to date back entities over time in the long term);
o the enrichment of the territorial units with typologies, classifications,
structural characteristics etc.;
o the record of statistics on such units.

8. We are currently building the prototype. Policy drives the choice of first inclusion:
o Sub-municipal areas of large LAUs (quartiers): policy against degrade in peripheries;
o Internal zones Project-Areas: built to contrast depopulation in specific peripheral
territories characterised by remoteness.
o Italian Functional Urban Areas: Eurostat/OECD functional areas based on the
gravitational model applied to the cities. The FUA comprises the city and its
commuting zone.
o Labour Market Areas: functional areas based on the concept of self-containment of
the commuting flows. LMA are present in all territories .

11. The EU experiences and the modernisation of statistical systems imply the inclusion of
different dimensions in the implementation process: multisource.
o Commuting data from multiple countries: Borders do not stop commuters.
Cross-border LMAs: NL-DE-BE, now CH;
o Commuting data from multiple sources: administrative and sample data;
o Statistics from integrated data: data stemming from different statistical registers.

Multisource: different types of data
• Census 2011 = Complete enumeration
• Census 2021 = Administrative and survey data: multisource data
• Commuting data stemming from surveys: precise definition of commuters but:
commuters refer to different periods in time, possibly different sub-
populations, probably different administrative units, sample.
• Commuting data from administrative source: possibly no side information on the
type of work, the commuting, if any, and its frequency;
are all possible types of works represented? etc.
• Sophisticated integration/estimation methods need to be developed.

Different geographies – different uses
• Eurostat Task Force has proposed a definition for rural functional area (degurba)
based on commuting inside the area. Experiments are under way.
18. o The modernisation of statistical systems creates new infrastructures that greatly
improves the availability of integrated georeferenced data;
o This new availability facilitates the production of statistics on different geographies;
o Comparable functional geographies that cover the whole of the country are needed
to guide policy and planning in all territories;
o Experiences carried out on Labour Market Areas in Italy and other EU countries
show that the approach developed within Eurostat grants and Task Forces can
represent a viable solution in this direction.

Conclusions
Editor's Notes
In the Modernization plan of Istat, the challenge to move towards an integrated system of statistics, in which the focus is on statistical methods, new technologies which enable a more effective use of administrative and statistical data source to minimize the burden on respondents and costs. The pillars for building such an integrated system covering the economic, environment, demographic and social domains are to integrate and harmonize base registers and frames of economic units and individuals. A coordinated system of samples of statistical units for the various surveys has to be developed with tailor-made questionnaires for target population groups.
Environmental and territorial data are at the heart of these changes to cope with the growth in the georeferenced data demand coming from users at international, national and local level. The demand for territorial data by institutions and associations, require from one side to broaden the quantity of data for spatial data infrastructure and from the other side to improve the relevance, timeliness and quality of released data.
