  • La información para la acción no sólo debe ser rigurosa, fiable, transparente, accesible y actual sino que además deber estar HOMOGENEIZADA de forma que facilite la comparación entre territorios y en este sentido, la Unión Europea, la Comisión Europea y espcialmente el Instituto de Estadística Europeo juegan un papel muy importante aunque la disponibilidad dedatos ARMONIZADOS aún sea una tarea pendiente en la UE.
  • Si bien, desde la creación del Instituto de Estadística Europeo se han hecho grandes avances en cuanto a las creación de metodologías, clasificaciones,….pero aún queda mucho camino por avanzar en el caso de la información que se ofrece a niveles de desagregación territorial inferior a NUTS3. La Unión Europea es consciente de esta carencia y ello se pone de manifiesto especialmente en tres ámbitos áreas fundamentales en las cuales se ha trabajado espcialmente a niveles territoriales reducidos:
  • Por un lado, La delimitación territorial por cuanto que se empieza a considerar la posibilidad de ampliar la nomenclatura de unidades territoriales estadísticas en dos niveles por debajo del nivel NUTS 3. Información poblacional por cuanto que se considera una información muy relevante no sólo porque intervenga en la creación de otros indicdaores sino porque los datos poblacionales son parte partícipe de la propia gestión de los proyectos en la UE. Otro elementos importante es la proliferación de proyectos de recopilación y construcción de indicadores a nivel de LAU.
  • Aquí hay que decir que la propuesta no se concretó en un acuerdo por cuanto no hubo consenso primero en el establecimiento de los criterios para la delimitación de las LAU (francia por ejemplo utilizaba áreas funcionales más que político-administrativas) y tampoco se observaba en los estados miembros que la necesidad superase el coste de la elaboración de datos.
  • La otra cuestión era la relativa a la información poblacional. Dadas las deficiencias de los datos poblacionales procedentes del último censo de población y vivienda y la importancia de los mismos por la transversalidad de los datos demográficos a la hora de intervenir no sólo en la definición de objetivos operativos sino en la evaluación y gestión de los avances registrados en múltiples ámbitos de actuación de la UE, se ha elaborado un reglamento que sienta las bases para una futura homogeneización de los datos. En estos momento se limita a legislar los resultados y no tanto los insumos
  • Pero son inciativas
  • La situación es que hay pocos datos y cuando los hay no están accesibles y en este sentido vamos a tratar dos problemática:

European context The European Commission concludes: “ The Commission concluded that statistics at LAU level 1 would be very welcome (on a voluntary basis) and would be loaded into the appropriate database..” “ ... The NUTS regulation only concerns itself with the classification as such and NOT the statistical data, which is regulated in other statistical legal acts. At present there is no legislative framework to collect data at any thing more detailed than NUTS level 3, and there are no current plans for more detailed collections of data. It therefore seems inappropriate to expend scarce resources on the maintenance of a classification for which no statistical data is currently envisaged.…” (COM 2005 473). De hecho, en el último informe regional de la UE se recogen datos de las regiones de la UE y tb de las zonas del proyecto Urban-Audit COORDINATED PROJECTS OR FINANCED FOR THE UE WITH GREAT SUCCESS. In fact, in the last regional report of the UE data of the regions of the UE and too of the areas of the project Urban-Audit is picked up.

Difficulties to begin with the elaboration of a system of territorial indicators DIFICULTADES Conceptual and geographical demarcation of “small areas.” The costs associated to the maintenance of the nomenclature NUTS below NUTS3 and the maintenance of the statistical information at this level. It doesn't exist homogenized information that it allows the comparison at different territorial levels following European standards, at least in reference to the primary information . Elaboration of a flowchart that allows to maintain the information up-to-date. REFLECTIONS Coordination of the entities that they possess information at level of LAU. Secondary Information Each State Member should be autonomous but arriving to the minimum territorial unit that allows regroupings of territories (20 of 25 have LAU) To use secondary sources and to work the comparisons (18 OF 25 States offer local information) Resposabilidad of each State Member and to get the implications at different territorial levels

Reflections <ul><li>The necessity to have information at inferior territorial levels to NUTS3 it requires (I): </li></ul><ul><li>An innovative system that transcends the national frontiers, must base in </li></ul><ul><li>the experiences that, in this sense, they have been carried out in different territories. </li></ul><ul><li>Vertical bidirectional system (below-up, up-below) and to make use of the resources available in the territory. </li></ul><ul><li>It must facilitate the comparative analysis. International harmonized methodology </li></ul><ul><li>The States Members will be those responsible for the summary, elaboration, maintenance and diffusion of the statistics at inferior levels of NUTS3. </li></ul>

Reflections <ul><li>The necessity to have information at inferior territorial levels to NUTS3 it requires (II): </li></ul><ul><li>To establish some mechanism of collaboration among the institutes of statistical national, </li></ul><ul><li>the regional ones and the organisms with credibility and enough experience in the territory. </li></ul><ul><li>To diminish costs of summary of the information, by means of the coordination of the entities that it has more than enough the territory they provide data below the level NUTS3. </li></ul><ul><li>A conceptual and methodological framework (transparent and established) that guides the elaboration of the indicators respecting the principles of reliability, transparency, accessibility, readiness and homogeneity. </li></ul>

EXAMPLE LABORSTAT- Huelva- Spain LABORSTAT is a system to share information and to build new indicators on the labor market of province Huelva. ¿What is it? <ul><li>To mutualize the different sources of information related with the work market. </li></ul><ul><li>To synthesize the information for local territorial environments. </li></ul><ul><li>To elaborate specific studies on the work market in the county of Huelva. </li></ul><ul><li>To celebrate seminars and work meetings for the combined analysis of the information. </li></ul>Main objectives
