- Jean –explain the work that went into creating the original Framework and how it has been used in creating CoSN materials. Should explain that the Framework was originally created in 2001 but has been updated several times (because the profession itself is continually changing).

- Annamaria: When CoSN officially started the work to create the certification exam, the Framework was again updated, this time by the item writing panel, which was assembled to write the exam itself. During this update, knowledge statements were added to the task statements (to perform this task and CTO needs this knowledge).
- The framework focuses on four key spheres of essential skills: Leadership & Vision Understanding the Educational Environment Managing Technology & Support Resources Core Values & Skills All essential skill areas are focused on the goal of improved learning. The Framework recognizes the need to understand the educational environment and to have a robust skill set—not just in technology, but also in management and leadership and education. Annamaria: The Framework has three primary categories. Under each primary categories are essential skill areas. Each skill area has the job responsibilities (or tasks) and knowledge needed to perform that task. For instance: in the Leadership and Vision skill area, one of the tasks is “Lead infusion of innovative technologies in all aspects of education.” In addition, the framework has an overarching category of skills and attitudes – Core Values & Skills.

Jean – My thought for this slide and the next three is that we talk about a single skill in that column of the framework and what it means to us (an example, a challenge, a skill we feel we’ve mastered…). Then we invite people in the room to talk in small groups and then share out. We will have given everyone a copy of the framework to start the presentation.

- Annamaria: The Certification Governance Committee developed these eligibility requirements. Like most certification programs, the eligibility requirements include the three “E”s: education, experience, and the exam itself. Applicants are also required to sign the Code of Conduct, also typical of certification programs. This ensures that those holding the CETL designation represent the values and principles of the CTO field.

- Jean: CoSN offers a number of ways to get you started on your study regimen: Self-assessment and a practice exam online. The practice exam was created by the exam’s item writers. All materials in knowledge center are tied to at least two of the Framework’s skill areas. CoSN is also creating other study materials for the exam. It should be noted that those creating CoSN prep materials are not privy to the exam content. There are no “teach-to-the-test” study materials. Again, this follows certification industry standards and ensures the integrity of the exam.

- Annamaria: CoSN has a special section of the CoSN certification website dedicated to superintendents and school board members. It explains how they can use the Framework and the CETL exam to gauge the knowledge of their CTO staff, how to use it to hire only the best caliber CTOs and how can be used to map their professional development
